1 英國大學研究評鑑的最新改革—研究卓越架構(REF)的規劃與實施

2 前言 英國高等教育的品質保證制度獨具一格。 英國高等教育品質保證制度係將教學評鑑與研究評鑑分開進行。英國因分英格蘭、威爾斯、蘇格蘭與北愛爾蘭四地區，各地享有相當程度的行政自主權，致不同地區間教學評鑑機制略有不同。 英國的研究評鑑早期稱為「研究評鑑作業」（Research Assessment Exercise, RAE）。英國最早一次的研究評鑑是從1986年UGC組成的Research Selectivity Exercise開始，之後曾分別在1989、1992、1996、2001，及2008年進行RAE的研究評鑑。 類別 負責單位 教學評鑑 高等教育品質保證局（Quality Assurance Agency for Higher Education, QAA） 研究評鑑 各地高等教育經費補助委員會（Higher Education Funding Councils, HEFCs）之下，以任務編組的方式組成的研究評鑑委員會負責執行。

3 2008年RAE最後一次研究評鑑 年代 改革內容 2001～ 2003 英國政府曾委託Gareth Roberts爵士組成一委員會針對大學之研究評鑑進行檢視，Roberts委員會於2003年5月公布其報告書，其中特別建議日後之大學研究評鑑改以六年為一循環。 2006 當時的英國財務大臣（Chancellor of the Exchequer）Gordon Brown主張自2008年RAE將是最後一次的RAE，之後將取消RAE；尤其他擬以metrics 取代 Peer Review，此項宣示在2007年G.Brown接替Tony Blair繼任英國首相之後，更加確定執行。

9 REF對評鑑規準及評鑑結果等級之定義 REF於2013年4月23日所公布的文件《評鑑規準與等級定義》（Assessment criteria and level definition）中明白公告有關研究評鑑等級之定義及呈現方式將以各評鑑項目所呈現之整體全貌為依據。 The primary outcome of the assessment will be an overall quality profile awarded to each submission, showing the proportion of the submission that meets each of the following starred levels:

14 2014 REF之研究評鑑 簡言之，2014年REF研究評鑑結果評等時，其評鑑項目主要有三：
1.成果品質（output quality）占65%， 2.研究影響（research impact）占20%， —要求將其影響的「達成度及重要性」（reach and significance）併作整體考量。 3.研究環境（research environment）占15% —要求評鑑該受評單位整體環境的「活力」（vitality）及 「永續性」（sustainability），及其在「活力及永續性」 方面對廣泛研究基礎的貢獻。

15 英國研究卓越架構（REF）迄今之推動情形
從2006年宣告將以REF取代RAE至今，REF之推動期程與進度已因涉及其各項作業諮商文件之公告與回應後意見之彙整與方案之修訂，而有多次的延誤。 目前各校送審資料繳交時間均已依其規定於其截止日（2013年11月29日）前繳交。 REF已公布各評審小組（Panels and sub-panels）委員及評鑑人員（assessors）名單，並決定共分36個評鑑單位(UoAs)及 4個Main Panels （由Panel A至D）及36個sub-panels來進行各學科之研究評鑑； 教育學（Education）在此四個Panels中屬於panel C。 REF之研究評鑑結果即將於2014年12月18日公布。

17 結 語 英國各大學為爭取HEFCs的研究經費補助，近年來莫不卯足全力忙著迎接2014年的REF研究評鑑。
2014年的REF改為36個評鑑單位(UoAs)、4個Main Panels，36個sub-panels來進行評鑑，很明顯的在學科領域的分組上，REF已作了大幅度的精簡。 REF的同儕評審已於2014年全面展開，且將在2014年12月18日公告研究評鑑結果，HEFCs並將於2015年3月依REF評鑑結果決定對各大學之經費補助。 但HEFCs將如何根據REF評鑑結果分配大學經費，及其研究經費核撥的計算公式目前仍尚不明朗。 REF未來之發展及公布研究評鑑結果之後，其與英國大學經費分配之關聯將有待進一步深入探討。
