3 美国公共图书馆发展历史 (1) Brief History of U.S. Public Libraries  1731 年，本杰明 ~ 富兰克林在费城创建了 美国第一所公共图书馆  1790 年，麻州富兰克林城的居民投票决 定将富兰克林博士捐赠给该城的图书向全 城的居民开放，于是又一所公共图书馆建 成了  波士顿的公共图书馆于 1854 年 3 月 20 日向 全城居民开放  之后，各地逐步建立了越来越多的公共图 书馆

4 美国公共图书馆发展历史 (2) Brief History of U.S. Public Libraries  二战以后，特别是 1950 和 1960 年代，美国政府 支持公共图书馆的发展，许多图书馆就是在这 一时期建立的  图书馆的服务也增加了为少数民族、残疾人、 老人及小孩的项目  九十年代以来，英特网在公共图书馆逐步发展 起来  公共图书馆被称之为 “ 人民的大学 ”(The People’s University”)

5 美国图书馆概况 (2006 年数据 to be update)  公共图书馆 17,046 (56.4%) 其中主要馆 9,785 分馆 7,261  大学图书馆 3,755 (12.4%) 其中两年制学院图书馆 1,118 学院及大学图书馆 2,499  军队图书馆 306 (1.0%)  政府图书馆 1,193 (3.9%)  专门图书馆 7,941 (26.3%)  总计 30,241

6 U.S. Public Libraries: Current Situation 美国公共图书馆现状 根据 2009 年 6 月发表的统计资料，截至 2007 年底： 美国 50 个州和华盛顿特区共有 9,214 个公共图书馆, 819 个 流动图书馆, 为居住在各州的 97 % 的人口提供图书馆服务 12 % 的大型公共图书馆为 73 % 的人口服务, 这些公共图书 馆所在地的人口都在 50,000 以上 53% 以上的公共图书馆直属市区管辖， 15% 属政府的分支 单位， 10% 属郡政府， 3% 属多重政府机构， 2% 属于不同 的校区 52% 的图书馆每周开馆时间在 40 小时以上； 38%20-39 小 时； 10% 少于 20 小时 共有图书馆工作人员 140,000

7 公共图书馆服务统计  2001 年财政年度， 全美国公共图书馆的图书总流通量为 1,800,000,000 ，相当于当年每个美国人平均借阅 6.5 册书 刊  其中少儿图书流通量为 653,900,000 册，占总流通量的 37%  公共图书馆还向其它图书馆借出 1,950,000 册图书及其它资 料  全美国公共图书馆共接待读者 1,200,000,000 人次，相当于 每个美国人当年去图书馆 4.3 次  全美国公共图书馆的读者信息咨询服务共计 296,200,000 次 ，相当于平均每个美国人 1.1 次  英特网和电子服务： 2001 年财政年度， 99% 的公共图书 馆的读者可使用英特网；供读者用于上网的电脑共有 123,000 台，相当于每 5,000 人使用 2.2 台； 90% 的公共图书 馆为读者提供其他电子服务

20 对图书馆非馆员职工的要求 Requirements to Non-Professional Staff  学历 ( 高中或大学 )  经验 ( 有的需要有一定的图书馆工作经验 )  做好本职工作，热情为读者服务  提高工作的数量与质量  服从领导，与同事搞好关系  积极参加馆内的学术活动，不断提高自己 的业务能力

21 财务管理 (1) Finance Management  经费统计 在 2001 年财政年度，全美公共图书馆的财政总收入约为 $8,200,000,000 。其中 77% 来自于地方财政， 13% 来自于州政 府， 1% 来自于联邦政府，另有 9% 来自于捐赠、赞助、银行利 息、对读者的过期罚款和收费 平均每个人头的图书馆财政收入为 $30.02 其中个人财政收入低于 $3 的图书馆占 9% ， $3 至 $14.99 的占 36% ， $15 至 $29.99 的占 33% ， $30 以上的占 22% 在 2001 年财政年度，全美公共图书馆的财政总支出约为 $7,600,000,000 。其中 64% 用于支付职工工资， 15% 用于购买 图书资料。 31% 的公共图书馆的财政支出低于 $50,000 ， 41% 的公共图书 馆的财政支出在 $50,000 至 $399,999 之间， 28% 的高于 $400,000
