法国开发署的工作流程 / 战略周期 __________________________________________________________ 与当地政府就所关心问题展开对话 第一阶段 当地准备 分析其他国际金融组织的战略 起草针对该国的战略（使馆编写） 巴黎的部际委员会/ «绿灯 » 第二阶段 国别战略 法国 与当地政府协商 签署合作伙伴框架文件（DCP) Our project cycle is a standard one, following the classical steps : Identification, Feasibility Studies, Appraisal, Negotiation, Approval, signing of Financial Agreement, Implementation, Evaluation. ((( Identification: project selected by MoF or possibly proposed by AFD Additional studies (eventually) financed by PPF Appraisal: Aide Memoire (conditions for further project processing and negotiation) Negotiation: based on a draft financing agreement prepared by AFD and the comments of the MoF on the Appraisal Aide Memoire Regular supervisory missions of AFD Supervision Aide Memoire (indicating AFD’s recommendations to the MoF) Post Evaluation mission of AFD (at the technical, economic, financial and accounting aspects, in order to appraise the impacts of the project) Participation of the MoF in this Post Evaluation (in order to directly benefit the findings) ))) Just one point : our Strategic Framework forces us to work intensively on the Result and Impact measurements. First, AFD’s geographical area is defined by French Governement AFD has been working in Viet Nam, Cambodia and Lao PDR for 10 years. In 2004, its mandate has been extended to other countries, like China, Thailand and Afghanistan, and will be extended to India in 2005.
