Non-Chinese speaking (NCS) children are encouraged to study in mainstream schools in order to facilitate their adaptation to the local education system and integration into the community 教育局就非華語學童的需要，為學校、學生及家長提供一系列的支援措施 EDB has been providing a series of support measures for schools, students and parents to cater for the needs of NCS students

4 教師可因應非華語學生的學習需要，調適課程 The Guide includes 4 curriculum modes:
《中國語文課程補充指引(非華語學生)》 Supplementary Guide to the Chinese Language Curriculum for NCS Students 《補充指引》涵蓋四種課程設置模式 融入中文課堂 過渡銜接 特定目標學習 綜合運用 教師可因應非華語學生的學習需要，調適課程 The Guide includes 4 curriculum modes: immersion in Chinese Language lessons bridging / transition specific learning purposes integration Teachers may adapt the curriculum according to NCS students’ learning needs 《中國語文課程補充指引(非華語學生)》是在共同課程架構下，建議不同的課程設置模式，以照顧所有不同需要的非華語學生。 4 4

5 評估工具 Assessment Tool 委託香港大學發展評估工具，協助教師了解非華語學生的中文水平，以便設計有效的學習活動

6 涵蓋中小學課程的學習材料 Learning Materials Covering Both Primary and Secondary Levels
經調適的學習材料，已上載至教育局學校內聯網，網址為： Adapted learning materials are uploaded to EDB school intranet website : 《中國語文課程補充指引 (非華語學生)》於二零零八年公布，並連同一系列配套教學參考資料派發學校。考慮到學校的實際需要，教育局從經驗較豐富的學校蒐集校本教材，經調適和整理而編製成中小學學習材料，分階段上載教育局學校內聯網（網址為： 最新教學參考資料由伊斯蘭學校提供並已於2010年6月份上載。另外，校內評估工具亦於2010年12月上載。 6 6

9 研究本地中小學支援非華語學童的良方報告摘要
Executive Summary of the Report on the Study on Good Practices in Primary and Secondary Schools to Support Non-Chinese Speaking Students 教育局委託香港中文大學就本港取錄非華語學童的學校進行研究，並提出支援中小學非華語學童的措施及方法，供其他學校借鑒。學校可依據各自的背景（如學校政策、文化傳統與價值、教師經驗與技能，以及學生的特點與需要），考慮本報告內各種措施的相關性及適用性。

10 指定學校及到校支援服務 Designated Schools and On-site Support Services
在2011/12學年，20所小學及10所中學成為指定學校 經常性津貼及集中支援，協助這些學校累積和發展專業經驗，以支援非華語學生的學與教 讓這些學校成為這方面的支柱，與其他取錄非華語學生的學校分享經驗。 20 primary & 10 secondary designated schools in 2011/12 s.y. Annual grant and focused support to facilitate their accumulation of experiences & development of expertise in the learning & teaching of NCS students To serve as the anchor point for sharing experiences with other schools which have also admitted NCS students. 在各區有一些收取較多非華語學生的學校成為指定學校。2011/12學年全港共有30間中小學成為指定學校。 10 10

11 指定學校及到校支援服務 Designated Schools and On-site Support Services
為指定學校提供集中支援，協助制訂校本中文課程、訂定教學策略、編修校本教材、設計學習活動與評估，及共同備課等 Focused support is provided for designated schools to help them develop school-based Chinese Language curricula, formulate teaching strategies, develop school-based teaching materials, design learning and assessment activities and conduct collaborative lesson planning, etc. 設立指定學校的目的，是為集中支援錄取較多非華語學生的學校，以便支援這些學校為非華語學生制訂輔助教材和校本支援計劃，與其他也有取錄非華語學生的學校分享優良實踐方法及專業經驗。 所有中小學(非指定學校)，尤其收取非華語學童的學校均可按需要申請校本支援服務 (EDBCM52/2010)。 另外,非指定學校亦可透過參加支援網絡,與其他學校交流經驗。 11 11

12 教師培訓 Training for Teachers

13 學習中文支援中心 Chinese Language Learning
Support Centre 教育局委託大專院校營辦的「學習中文支援中心」： 為非華語學生提供課後支援 舉辦工作坊，支援教授非華語學生的教師 協助發展教學資源 Tertiary institution has been commissioned to operate the Chinese Language Learning Support Centre to: provide after-school support for NCS students organise workshops for teachers of NCS students assist in the development of teaching resources 提供一連串的課程給學生報讀 委託大專院校營辦的學習中文支援中心為非華語學生(特別是較遲才開始學習中文者)在課後或假期提供輔導課程，以鞏固非華語學生的中文學習 中心同時亦為有取錄非華語學生的學校的教師舉辦簡介會並提供專業支援。 13 13

14 課後中文延展學習計劃 Project of After-school Extended Chinese Learning
為期三年的試驗計劃，在非指定學校推行，以加強課後支援 每所成功申請的學校按其參與的非華語學生數目獲提供每年5萬元至30萬元的撥款，為非華語學生提供多元中文延展學習活動 A 3-year pilot scheme implemented in non-designated schools to strengthen after-school support Successful applicant schools are provided an annual funding in the range of $0.05 to $0.3 million, depending on the number of NCS students enrolled for the project, to put in place diversified extended Chinese learning programmes for NCS students 學校可靈活運用校內資源去支援個別學生的需要。例如……以上計劃都適用於非華語學生 此外, 其他撥款計劃包括: 學校發展津貼 學生輔導服務津貼 新資助模式下的學習津貼 校本支援計劃津貼 額外撥款計劃 優質教育基金 增補基金 校本課後學習及支援計劃 支援非華語生學習

15 其他中國語文科資歷 Alternative Chinese Language qualifications
2008年起，教資會資助的院校提供進一步的彈 性，在特定情況下接受聯招申請人的其他中國 語文科資歷，例如綜合中等教育證書（中國語 文科）。 Starting from 2008, the UGC-funded institutions provide further flexibility in accepting alternative Chinese Language qualifications, e.g. GCSE (Chi), under specified circumstances under the JUPAS. 為照顧非華語學生接受高等教育的期望，大學教育資助委員會(教資會)資助院校，已提供靈活安排，在大學聯合招生辦法(聯招)下，考慮接納其他中國語文科考試資歷。若非華語聯招申請人符合特定情況，院校會考慮他們持有的其他中國語文科考試資歷。 為進一步鼓勵非華語學生學習中文，教育局與考評局已作出安排，調低合資格學校考生報考GCSE(中國語文科)的考試費至相若於香港中學會考(中國語文科)或未來香港中學文憑考試(中國語文科)的考試費水平

16 其他中國語文科資歷 Alternative Chinese Language qualifications
由2010年開始，合資格的學校考生報考綜合 中等教育證書（中國語文科）的考試費與香港 中學文憑考試中國語文科的考試費水平相若 Starting from 2010, eligible school candidates sitting for the GCSE (Chi) Examination are charged an examination fee on par with the HKDSE (Chi) Examination

17 其他中國語文科資歷 Alternative Chinese Language qualifications
由2011/12學年起，合資格的非華語學生 如通過入息審查及符合特定情況，可獲綜 合中等教育證書（中國語文科）考試費的 全額或半額減免。 Starting from the 2011/12 school year, eligible NCS students passing the means test & meeting the specified circumstances may receive full or half remission of the examination fee for taking GCSE (Chi) 為照顧非華語學生接受高等教育的期望，大學教育資助委員會(教資會)資助院校，已提供靈活安排，在大學聯合招生辦法(聯招)下，考慮接納其他中國語文科考試資歷。若非華語聯招申請人符合特定情況，院校會考慮他們持有的其他中國語文科考試資歷。 為進一步鼓勵非華語學生學習中文，教育局與考評局已作出安排，調低合資格學校考生報考GCSE(中國語文科)的考試費至相若於香港中學會考(中國語文科)或未來香港中學文憑考試(中國語文科)的考試費水平

18 啟動課程及適應課程 Initiation Programmes and Induction Programmes
為協助新來港非華語學童融入學校，教育局資助 啟動課程及適應課程，並為啟動課程畢業生安排 學位 EDB has been subsidising the operation of Initiation Programmes and Induction Programmes to help the newly-arrived NCS students to integrate into local schools, and Initiation Programme graduates will be offered placement assistance 新來港的非華語學童可參加啟動課程及適應課程。課程包括學術及非學術內容,目的是幫助新來港兒童融入本地教育制度及社會。 18 18

19 暑期銜接課程 Summer Bridging Programme
為非華語小一新生及升讀小二、小三及小四的非華語學生舉辦四星期暑期銜接課程 4-week Summer Bridging Programme for incoming NCS P1 entrants and NCS Students proceeding to P2, P3 and P4 暑期銜接課程的目的是協助非華語學生適應新的學習環境、拓展學習經驗及在模擬真實課堂的情況下，增加接觸以粵語為教學語言的機會，以及鞏固他們在第一主要階段所學的知識，以便為過渡第二主要階段作好準備。 19 19

23 鼓勵盡早適應 Promotion of Early Adaptation
教育局鼓勵非華語家長送子女入讀本地幼稚園，讓非華語兒童能盡早接觸沉浸的中文語言環境，以便順利銜接升讀主流小學。 EDB encourages NCS parents to send their children to local kindergartens so as to promote an early exposure to an immersed Chinese environment for NCS children to smooth their progression to mainstream primary schools. 我們會繼續 向非華語家長，介紹學前教育及學前教育學券計劃 加強為幼稚園提供專業支援 We will continue to Introduce to NCS parent pre-primary education and the Pre-primary Education Voucher Scheme (PEVS) Strengthen professional support to kindergartens 學校在日常接觸非華語學生家長時，可因應情況，鼓勵有年幼子女的家長讓子女入讀本地幼稚園，盡早學習中文。 23

24 建立共融學校環境 Building an inclusive school environment
學校須不分種族致力支援所有學生的學與教、在校內營造種族多元文化的環境、尊重文化和宗教差異，以及與家長保持溝通，進一步提升共融文化。 Schools should make their best endeavours in supporting the teaching and learning of all their students irrespective of race, creating an environment to accommodate ethnic diversity, and respect cultural and religious differences as well as maintaining communication with parents to further promote the inclusive culture. 24
