小型风电机组,单机容量在50千瓦以下。 The unit capacity of small wind turbine less than 50 kW. 中型风电机组,单机容量在50千瓦到500千瓦。 The unit capacity of medium wind turbine between 50 kW and 500 kW. 主要用于没有公共电网的地区,作为独立电源,称为离网应用。 Mainly used as stand alone power source in areas without public power grid, known as off-grid application. 或者作为分布式电源并入公共电网,用户自发自用,电力不足时由电网供电。 Or as distributed power source connected to public power grid, wind power to satisfy owner’s consumption, if wind is not enough the power would be supplied by public grid.

2012 年中国中小型风电机组主要生产企业31 家,其中有产品出口的17 家。 The major manufacturers are 31 in 2012, among them 17 with the product export to international market. 2012年的总产量约12.3万台(机组容量9.7万kW)。 The total production are 123,000 units (turbine capacity 97 MW). 其中出口3万台(机组容量3.6万kW),占总生产容量的37%。 Among them 30,000 units (turbine capacity 36 MW) were exported to international market, about 37% of the total annual production. 年产量、总产量、生产能力、出口量均列世界之首。 The annual production, cumulative total production, manufacturing capacity and quantity of export are all No.1 in the world.

国内企业已基本掌握兆瓦级风电机组的制造技术,主要零部件国内能够自己制造。 Domestic enterprises have mastered the production technology of MW size wind turbine generator basically, and main parts can be manufactured domestically. 1.5兆瓦容量机组为主,2-3兆瓦容量机组投入小批量生产。 The majority is 1.5MW turbine, 2 - 3MW turbines have been put into small batch production. 3.6兆瓦和6兆瓦容量的样机已经安装开始试运行。 3.6MW and 6MW prototype turbines have been put into test operation.

风电机组平均价格变化 Average price of wind turbines (yuan/kW) 自2007年以来,风电机组价格大幅下滑,年平均下降幅度达到600元/kW。 2012年价格开始企稳回升,一方面由于各制造商价格均已达到盈亏平衡点,没有下行空间,另一方面,随着南方市场占比的不断加大,更大叶轮直径和特殊配置机型开始占据主流,导致市场价格有了一定幅度的上升。

中国风电整机制造商开拓国际市场。 Chinese wind turbine manufacturers are developing the international market. 2012年出口发运到国外市场的机组容量约43万kW。 430 MW of wind turbines were shipped to foreign markets in 2012. 2012年累计出口发运到国外市场的机组容量约70万kW。 700 MW of wind turbines in total were shipped to foreign markets by end 2012. 2012年累计进口中国风电机组的国家达到19 个,其中美国最多,容量约32.8万kW。占47%。 The number of countries imported wind turbines from China up to 19, which the USA the largest one, imported 328MW, Accounting for 47%.

36 海上风电场工程规划工作 Preparation of offshore wind farm planning
中国沿海海域具有可开发的风能资源,近海风电场在电力负荷中心附近,有利于风电的输送和消纳。 Offshore area in China with wind energy potential, close to power load center, easy for wind power transmission and elctricity consumption. 近海风电还存在技术复杂、投资和运行成本高等问题,需要示范工程进行探索。 The constrains for offshore wind power including complecated technolgy, high investment and operation cost, pilot peojects are needed to find sulutions in pactice.

37 海上风电场工程规划工作 Preparation of offshore wind farm planning
2009年4月国家能源局要求沿海各省(区、市) 制定本地区海上风电发展规划。 In April 2009 the National Energy Administraion required offshore wind power planning by the provinces located at coastal area. 由于和海洋功能区划协调的困难,2012年只有河北、山东、上海、广东和江苏省的海上风电规划得到批复。 Until 2012 only Provincial offshore wind power development plans from Hebei, Shandong, Shanghai, Guangdong and Jiangsuare completed, due the difficulties of coorination with offshore area function planning in each province.

为了探索建设模式和成本,政府采用招标的方式选择开发商。 In order to understand construction model and costs, the government would like to select developers by tendering processure. 2010年国家第一批海上风电特许权项目招标启动。 In 2010 start to bid the tender of the first round of national offshore wind power concession projects. 4个项目均在江苏省,总规模 100万kW 。 Four projects are all in Jiangsu province and 1GW in total. 中标上网电价:约 0.74元/kWh Feed-in tariff offored by the winners: about RMB 0.74 yuan/kWh

42 风电发展政策 Policies for wind power development
中国政府按照风能资源分地区制定了风电的上网电价 The Chinese government set a fixed feed-in tariff according to wind resource in different places. 风电上网标杆电价分地区定为 0.51、0.54、0.58和 0.61元/kWh。 The wind power benchmark feed-in tariff are identified as US cent 7.29, 7.71, 8.26 and 8.71 per kWh for different prefecture. 高于当地火电标杆电价部份由全国用电户分摊,目前是每千瓦时 8厘作为可再生能源电价附加。 The incremental benchmark feed-in tariff between wind and coal power would be shared by all electricity consumers in China, today it is Chinese cent 0.8 per kWh as renewable energy premium.

制定统筹协调的完整规划,包括开发建设布局、技术装备、产业体系等。 To formulate a complete and coordinate plan, including the distribution of projects, equipment and industry. 重点做好风电规划与电网规划的协调。 The priority is the coordination between wind power and power grid development plan. 未纳入规划和年度开发方案的项目不能享受国家价格和财政补贴。 The projects not involved in the annual development plan not able to have national financial subsidies.

继续千万千瓦级风电基地建设。 Continue the construction of 10GW size wind power bases. 在电网接入条件好、电力负荷近的在地区 鼓励分散因地制宜建设中小型风电项目。 Encouraging the construction of small projects at the areas easy to connect power grid and local consumption. 加快海上风电规划落实和示范项目建设。 To speed up the completion of offshore wind power development planning and the construction of demonstration projects.

在具有风能资源条件的电力负荷中心区域,采用分散式风电开发。 In the load center area where with wind energy potential, available for Decentralized wind power development. 利用电网现有的变电站和送出线路,不新建设施; To use existing power grid substation and transmissionline. 接入当地电力系统110千伏或66千伏以下降压变压器; Connecting to local power system, the transformer lower than 110kV or 66kV. 项目装机容量不大于所接入电网现有变电站的最小负荷; Project installed capacity smaller than the lowest load of local substation.

48 “弃风”是 风电发展中的重要问题 “Curtailment” is a key problem during wind power development
2012年风电“弃风”情况(水电总院统计) Curtailment of wind power in 2011 reported by HYDROCHINA 弃风电量达 208 亿千瓦时,占上网电量的20%。 Loss of electricity 20.8 TWh, 20% of total electricity generated by wind. 原因 Reasons of curtailment: 风电规划与电网规划不协调加剧了部分地区风电消纳受限; Planning of wind power and planning of power grid expansion are not coordinated; 风电建设速度与电网建设速度不同步加剧了部分地区运行受阻现象; Wind farm construction much faster than power grid construction;

49 “弃风”是 风电发展中的重要问题 “Curtailment” is a key problem during wind power development
风电本地消纳市场空间有限, Limited local power load for wind power consumption, 部分地区输送通道能力不足,风电不能及时送出; Capacity of power grid is not enough for wind power transmission; 系统调峰问题较为突出; Problems of peak load regulatory in power system; 促进风电消纳的市场和各类电源协调运行机制尚不健全。 Lack of incentives for wind power consumption market with other power sources in coordinated operation.

2011年7月-国家能源局- “十二五”第一批拟核准风电项目计划 2683 万千瓦。 26.8 GW of wind projects to be approval in the plan of the National Energy Administration (NEA), by July 2011. 2012年3月- 11月-国家能源局- “十二五”第二批拟核准风电项目计划 2528 万千瓦。 25.3 GW of wind projects to be approval in the plan of the NEA, during March to November 2011. 2013年3月-国家能源局- “十二五”第三批拟核准风电项目计划 2872 万千瓦。 28.7 GW of wind projects to be approval in the plan of the National Energy Administration (NEA), by March 2013. 三批合计8083 万千瓦。 80.8 GW in total.

54 风电发展的目的 The purpose of wind power development
2003至2010年,培育本地风电设备制造产业,降低风电成本。 2003 to 2010, creating large domestic market for the growth of local wind power equipment manufacturing industry, to reduce the cost of wind power. 2010至2020年,应对气候变化,实现非化石能源占一次能源消费15%的承诺。 2010 to 2020, for the issue of Climate Change, in order to achieve the commitment on non-fossil energy accounts for 15% of primary energy consumption.

59 2013年风电展望 Expectation of wind power for 2013
预计新增投入运营风电装机 1800万kW。 New increased instalation up to 18 GW. 按照2012年在建已吊装项目2013年全部建成,在建未吊装项目2013年50%建成估计。 预计2013年全国风电新核准2000万kW, New approved wind projects in 2013 will be 20GW. 根据第一、二批拟核准计划2012年的执行情况,按照尚未完成计划的项目在2013年全部核准考虑。 累计核准规模将达到1.27亿kW。 Cumulative approved wind projects in 2013 will be up to 127GW.

将2020年风电电量应占的比重作为刚性目标确定下来。 The proportion of electricity from wind power by 2020 should be confirmed as stiff target. 2020年中国风电的电量要达到 3800亿千瓦时。 装机容量 2亿千瓦。 Wind power in China in 2020 to reach 380 TWh of electricity. and need installed capacity of 200 GW. 每年平均新增 1700万千瓦。 Average annual increasing wind installed capacity 17GW.
