Natural Disaster Social Security Accident Disaster Public Health Crime and Violence Terrorist Attacks Mass Incidents (Protests / Riots) Traffic Accident Public Facilities Accidents Environment Damage Weather Disaster (Flood, Hurricane etc.) Earthquake Marine Disaster (Typhoon, Tsunami etc.) Infectious Diseases (SARS, Ebola) Animal Epidemic (Bird Flu) Food Safety Natural Disaster Weather Disaster (Flood, Hurricane etc.) Earthquake Marine Disaster (Typhoon, Tsunami etc.) 我们知道，在城市化急速发展的今天，一方面我们看到了社会文明的极大繁荣；另一方面，我们也看到整个社会也面临越来越多的公共安全威胁。社会犯罪如暴力犯罪、恐怖袭击、各种抗议、骚乱等群体事件的持续攀升，让很多国家越来越缺乏基本的安全感；事故灾害如重大的交通事故、公共设施事故（例如煤气管道爆炸）、环境事故（例如海上原油泄漏），让我们为社会发展付出了巨大的代价；突发的公共卫生事件，如SARS、Ebola等恶性传染病的爆发，Bird Flu等动物疫情的扩散、以及日益突出的食品安全问题，让人类的生存受到极大威胁；而随着全球温室效应的影响，极端天气频频出现，我们面临越来越多自然灾害，如洪水、台风、海啸、地震等，让社会承受着巨大人力、财力和物力的损失。 所有的这些威胁有3个共同的特点：一是突发性，很多事件是不可预见的，或者难以预测的；二是复杂性，很多事件涉及了社会的方方面面，不易处置 ；三是破坏性，很多事件都有极强的破坏力，会给社会带来难以估量的损失。 with the rapid urbanization development, there are more and more threat in public safety today, like social security, accident, public health and natural disaster. There threats have three common features: Unexpected, Complicated and Devastating. Nowadays, many organized crime and terrorists attacks are unexpected, public safety agencies need rapid response capabilities to handle such unexpected situation. Besides, most of these threats are complicated, it is need police, fire, EMS and other agencies work together to handle such threats. And since the cities attack the majority of population, a serious accident or natural disaster will cause huge damage of property and lives. How to handle those threat is a big challenge for Public Agencies. Common Features: (1) Unexpected (2) Complicated (3) Devastating

3 These Threats Bring Serious Challenges to Agencies
Before the Incident: Limited Early Warning Bangkok Bombing (17 Aug, 2015, Thailand) 20 dead and 125 injured Highest density: 2-3 person/m2 Limited risk early warning and Poor Contingency Plan Paris IS Attacks (13 Nov,2015, France) 3 teams launched 6 distinct attacks Not been hit for 20 years 130+ dead, 368 injured Lack of collaboration among multiple agencies leading to chaos During the Incident: Lack Multi-Agency Collaboration Chinese Serial Killer Zhou Kehua ( ) Shot 10 person dead in 8 years 1200 policemen, 7 days , 17s key footage Lack of efficient search method from massive video After the Incident: Poor Investigation Efficiency 那么，在处置这些日益增长的威胁时，我们政府的公共安全相关部门也面临着很多严峻的挑战。 1）首先，在事前，由于手段有限，导致难以进行有效的预警，例如在2015年8月17日曼谷四面佛发生的爆炸案中，总共造成20人死亡，125人受伤。事情发生在泰国曼谷市中心高级购物中心的四面佛庙宇附近发生一起爆炸。每天都有数千佛教徒在此参拜。从视频录像发现，爆炸前3分钟，有一个黄衣男子把一个背包放在距离四面佛很近的长凳下面，离去后三分钟发生了爆炸。事件发生前，由于缺乏有效异常行为分析预警，没有第一时间疏散人群，从而造成了惨剧。 1）（option）首先，在事前，由于手段有限，导致难以进行有效的预警，例如在2014年12月31日上海外滩迎新年的活动中，发生了严重的踩踏事件，总共造成39人死亡，49人受伤。当时整个上海外滩3.1平方公里面积上聚集了1百万人，最密集的地方达到了大概每平方米6-7人。事件发生时，只有在外围有警力维持秩序，缺乏对人群核心区域密度和人群流向的实时监控和异常预警，没有第一时间进行疏散和引导。而对此类大型事件，预案也不充分，部分官员擅离岗位，各种处置力量没能第一时间抵达现场，造成最终的悲剧。 2）其次，在事中，面临复杂的事件，各部门之间缺乏有效的协作，处置效率低下。例如在2015年11月13号法国发生的IS袭击事件中，先后在3个地方发生爆炸和枪击挟持人质事件。总共造成130死亡，另有368人受伤。由于法国本土近20年没有遭受如此严重的恐怖袭击事件，法国政府缺乏对此类事件的相应预案。当各种处理力量警察、特警、消防、急救、NGO等涌入巴塔克兰剧院时，由于缺乏各部门的有效协调，现场形势比较混乱，很多现场人员不知道“谁在负责指挥？” “现场指挥点在哪里？”。同时由于现场大量人员、车辆涌入，现场缺乏有效资源协调，导致事发现场严重拥塞，进不去、出不来。 2）（option）其次，在事中，面临复杂的事件，各部门之间缺乏有效的协作，处置效率低下。例如在2005年7月7号英国发生的地铁和公交车爆炸事件中，先后有4颗炸弹被引爆。52人死亡，700人受伤。 由于事件发生在上班高峰期8:49am，前三个炸弹引爆后，地铁下面一片混乱。一小时后，第四颗炸弹9:47am在公交车上被引爆。造成进一步伤亡。由于英国本土近20年没有遭受如此严重的恐怖袭击事件，英国政府缺乏对此类事件的相应预案。当各种处理力量警察、特警、消防、急救、NGO等涌入地铁时，由于缺乏各部门的有效协调，现场形势比较混乱，很多现场人员不知道“谁在负责指挥？” “现场指挥点在哪里？”。同时由于现场大量人员、车辆涌入，现场缺乏有效资源协调，导致事发现场严重拥塞，进不去、出不来。 3）最后，在事后，案件调查效率低下。例如中国的周克华系列杀人事件，8年共枪杀了10人，都是在白天闹市中开枪杀人抢劫，性质非常恶劣。其中在2011年长沙案发后，当地警方组成了800人专案组，其中600警力来人工观看监控视频，由于长时间盯着视频看，很多警察看到流眼泪，其后增加到1200人观看监控视频。总共花了1周，找到了其在一家网吧的17秒关键视频，获得了关键的面部特征照片。面对海量的监控数据，由于缺少有效检索手段和工具，通过纯人工方式，高科技变成了低科技。 The emerging threats bring serious challenges to public safety agencies. Public safety agents are facing these challenges at the entire incident processing procedure. Before the incident, we have limited abnormal behavior analysis tools to early warning for public accidents or disasters. For example, in Bangkok explosion On 17th, Aug. 2015, 20 people were killed and 125 injured. Before the incident, CCTV monitoring the suspicious put a backpack under the bench which near the bombing scene. And 3 minutes later bomb blasting. It happened in Bangkok city center, every day, thousands of Buddhist go to pray. As lack of efficient warnings signals and contingency plan caused such tragedy. （Option）Before the incident, we have limited early warning for public accidents or disasters. For example, in Shanghai Stampede accident On New Year’s Eve 2015, 36 people were killed and 49 injured. Before the incident, 1M people gathered in 3.1 KM2 and the highest density is about 6-7 person/m2. Lack of those risk warnings signals and contingency plan caused such tragedy. (4) While during the incident, public safety agencies lack multi-agency collaboration. Let us see France IS Attack and Hostage Crisis case. According to the police department, the field situation was chaos because of lacking collaboration among different agencies like, police, fire, EMS and NGOs. A lot of field personnel did not know: “Who is in command?” , “Location of field command center?” (5) After the incident, public safety agents also lack efficient analysis tools to help them improve investigation efficiency. For example, to find a 17s clue of a Chinese serial killer Zhou Kehua, 1200 policemen spent 7days to look through thousands hours video footage. Zhou Kehua is suspected to have killed ten people and robbed millions of yuan in Jiangsu, Hunan and Chongqing between 2004 and 2012.

4 The Key Reason Behind Those Challenges: Unawareness

How to effectively communicate with field responders? How to obtain the firsthand information? How to communicate with other agencies? How to efficiently make accurate decisions? How to interact with and command field responders? What needs to be handled onsite? Where are my partners? How to address knotty problems? How to promptly send feedback to commanders? How to predict the breakdowns of public utilities ? How to get information about public utilities? How to recover the breakdowns of public utilities in the shortest time? 俗话说“知己知彼，百战不殆”，在所有面临的这些挑战后面，最核心的原因就是: 不了解。 不了解现状和无法有效沟通是公共安全各部门所面临的最大敌人。这里我们从3个角色来看看他们所面临的困境。 1）当Call-taker 接到报警电话时，有时候很难通过报警人的描述准确知道事件发生地点。而Dispatcher下发指令时，会往往打个问号，报警人描述的事情是真实的情况吗？ 在报警人周围，我可以调用哪些资源去处置？ 如何把指令直接下发给去现场处置事件的警员，而不是指令被层层转发，导致指令出现偏差和出警效率低下？ 2）当Commander 坐镇指挥重大事件时，信息往往是被层层上报，最后到手的不是真实的信息（信息在传递过程中，极易被误报、夸大、失真，比如上报信息是一群人在暴动，有可能是几个人打架而已）。如何获得第一手信息，全面掌握实情呢？ 当需要协调各部门时，各部门有效的沟通方式是什么，找谁，如何联系？ 当需要作出决策时，事发地的天气、人群分布、相关历史信息、参考预案、趋势判断等信息缺失，如何做出正确的决策？ 决策后，如何第一时间直接下派命令给现场警员，并了实时了解现场反馈的信息， 以便实时对决策进行调整？ 3）当现场处置人员赶赴现场时，他们往往不能确定究竟要面临什么样的真实情况，而无法做好充分的准备。一个杀人报案可能夫妻吵架，一个街头打架报案可能会面试一个持枪悍匪。 现场警员有时候也会感觉很孤单，他有时候不知道谁跟他们一起也被派去处置事件。而面对棘手的情况，可以找谁指导他们进行现场处理？ 现场情况如何实时有效反馈到指挥中心，只能靠语言描述吗？ 如果特殊情况不能发声时，有其他手段吗？ 综上所述，在应急时间处置中，最大的挑战就是让正确的信息，用正确方式，在正确的时间，传递给正确的人. 也就是要保证Call-talker， dispatcher， commander和filed officers 全面了解真实情况以及相互间如何有效沟通。话句话说，就是要使“不了解”变成“了解”。 (1)It’s often said that what you don’t know can’t hurt you. But in public safety, nothing could be further from the truth. In fact, perhaps the biggest challenge public officers face is being forced to deal with the unknown. (2) For example, as a call taker or dispatcher, you need to know where is the incident location, how to dispatch directly to field personnel? As a commander, you need to know how to get the first-hand field information, how to communicate with different agencies and how to make faster and smarter decision. And as a field officers, you need know the actual situation you need to handle before you take a right move. (3) That means the biggest challenge a CIO or IT Director faces is how to make sure the right information gets to the right people, in the right way, at the right time. How to ensure every police officer, firefighter and dispatcher knows virtually everything important about every incident or situation. In other words, how to make the unknown, known.
