2 Introduction After 2005, China pay more attention to the LIFE.
In 2000, China has realized the two strategic objective in areas with 85% of the total population in the country. The focus of literacy in China has been changed: 1)Make more efforts for the remaining illiterates, especially women and ethnic minority groups; 2)Consolidate and improve literacy outcomes, strengthen continuing post-literacy, and prevention of rehabilitation;3)Update the concept of literacy, enrich the connotation of literacy, strengthen the functional literacy, reform the literacy teaching, and improve literacy more targeted, good quality and benefit. 自2005年联合国教科文组织召开了启动LIFE计划会议以后,中国更加注重“以提高能力为核心”的扫盲教育。 2000年如期实现“全国基本扫除青壮年文盲,使青壮年中的文盲率降到5%以下”的战略目标以后,中国扫盲教育的工作重点有所变化:一是加大剩余文盲、特别是妇女、少数民族文盲等重点人群的扫盲工作力度;二是巩固提高扫盲教育成果,加强扫盲后的继续教育,防止复盲现象;三是根据社会发展及扫盲教育需求的变化,更新扫盲观念,充实扫盲教育的内涵,加强功能性扫盲,改革扫盲教学,提高扫盲教育的针对性、质量和效益。

3 How LIFE has been organized in China
National Interdepartmental Coordination Group on Literacy ;Interdepartmental Coordination on LIEF Leadership Group on Striving for the “Two-Basic Education” Goal in the West of China The Interdepartmental Joint Meeting Mechanism for Vocational Education Leadership Group on Public Scientific knowledge Attainment National Forum on EFA 全国扫盲工作部际协调小组 1994年成立。主要负责扫盲工作的宏观指导和检查,动员全社会关心、支持和参与扫盲工作。组长、副组长由教育部部长、副部长担任,小组成员包括:全国妇联、共青团中央、中宣部、文化部、广播影视部、农业部、国家民委、解放军总政治部、中国科协的相关负责人。协调小组办公室设在教育部。 Established in 1994, the group is responsible for the macro guidance and inspection of the literacy work, motivating the whole society to support and participate in this effort. The head and co-heads of the group are minister and vice-ministers of the Ministry of Education, and the group members include the relevant leaders of All China Women’s Federation, the Central Committee of Chinese Communist Youth League, the Department of Publicity of the CPC Central Committee, the ministries of culture and agriculture, the State Administration of Radio, Film and Television, the National Commission on Ethnic and Religious Affairs, the Department of Politics of PLA Central Committee, and China Association of Science and Technology. The office of the coordination group is located at the Ministry of Education. 国家西部地区“两基”攻坚领导小组 2003年12月成立。组长由国务院主管教育科技文化等工作的国务委员担任。副组长由教育部部长和国务院副秘书长担任,成员包括国家发展和改革委员会、财政部、农业部、科技部、国务院西部开发办、国务院扶贫办相关负责人。领导小组办公室设在教育部,办公室主任由教育部副部长兼任。 The group was established in December Its head is the councilor of the State Council in charge of education, science and technology, and culture, and its co-heads are the minister of education and the deputy secretary general of the State Council. Its members include the relevant leaders from the National Developmental and Reform Commission, the ministers of finance, agriculture, and science and technology, the Office of Western China Development of the State Council, and the Office of Poverty Relief of the State Council. The office of the leadership group is located at the Ministry of Education, with one vice-minister of the Ministry of Education as the office director. 职业教育工作部际联席会议制度 2004年建立。教育部部长任联席会议召集人,成员由教育部、国家发展和改革委员会、财政部、人事部、劳动和社会保障部、农业部、国务院扶贫办共7个部门有关负责人组成。其职能是统筹协调全国职业教育工作,负责职业教育的政策指导、协调、交流与落实。联席会议办公室设在教育部,负责日常工作。 全民科学素质工作领导小组 2006年3月成立。主要职责是:领导小组负责对实施《全民科学素质行动计划纲要》工作进行宏观指导;研究制定促进《全民科学素质行动计划纲要》实施工作的重大政策措施,协调解决实施中有关重大问题;对各地区、各部门的实施工作情况进行督促检查。组长由国务委员担任,副组长由中国科协副主席担任,成员包括:国务院副秘书长以及中组部、中宣部、国家发展和改革委员会、教育部、科技部、财政部、人事部、农业部、劳动和社会保障部、广电总局、中科院、社科院、工程院、自然科学基金会、全国总工会、共青团中央书记处、全国妇联、中国科协等部门的相关负责人组成。领导小组办公室设在中国科协。 Established in March 2006, the group mainly performs the following duties: to provide macro guidance for the implementation of The General Action Plan on Scientific Quality of Citizens; to research and formulate major policies to boost the implementation of the said action plan, and coordinate and solve the main problems encountered during its implementation; and conduct supervision and inspection of the work of local governments and various departments. A councilor of the State Council shall act as the head of the group, and a vice-chairman of China Association of Science and Technology shall act as its co-head. The members of the group include the deputy secretary general of the State Council and the relevant leaders of the Department of Organization and the Department of Publicity of CPC Central Committee, the National Development and Reform Commission, the ministries of education, science and technology, finance, personnel, agriculture, and labor and social security, the State Administration of Radio, Film and Television, Chinese Academy of Sciences, Chinese Academy of Social Sciences, Chinese Academy of Engineering, the Natural Sciences Foundation, All China Federation of Trade Unions, the Secretariat of the Central Committee of Chinese Communist Youth League, All China Women’s Federation, and China Association of Science and Technology, where the office of the leadership is located. 中国全民教育论坛 为了建立与全民教育相关的政府部门间以及政府部门与非政府部门之间的协调机制,中国创建了由教育部和中国联合国教科文组织全国委员会牵头的“中国全民教育论坛”。论坛成员除教育部和教科文全委会外,主要包括国家发展和改革委员会、财政部、劳动和社会保障部、农业部、卫生部、民政部、国家民委等政府部门,以及全国妇联、全国青联、全国总工会、全国科协、中国青少年基金会等政府部门和社会团体。中国全民教育论坛的举办,不仅促进了全民教育实施过程中部门间的协调与合作,而且对在全社会普及全民教育理念、形成推进全民教育的共识起到了巨大的积极作用,有力地推动了全民教育计划在中国的实施。 These meetings of China Forum on Education for All not only facilitated interdepartmental coordination and cooperation in EFA implementation, but also played an active role in popularizing the EFA concept in the society and forming EFA consensus, thus strongly boosting EFA implementation in China.

6 Promotion and dissemination of innovation under LIFE
Strengthen the basic capacity building of vocational education Establish scholarship system for secondary vocational education Implement tuition-free system for secondary vocational education Training project on rural labor force: “sunshine training program on farmer migration”; ”Technology training for new farmer” 加强职业教育基础能力建设 “十一五”( 年)期间,中央财政投入100多亿元,。国家重点支持建设1000个县级职教中心,使其成为农村地区人力资源开发、农村劳动力转移培训、技术培训与推广、扶贫开发的重要基地。 建立中等职业教育学生资助制度 2006年,实施国家中等职业教育学生助学金制度。资助对象覆盖了所有农村学生和城市家庭经济困难学生,对一、二年级学生每生每年资助1500元,资助学生数超过1600万人,占中等职业学校在校生总数的90%。2007年中央和地方财政安排的资助金达100多亿元人民币。 逐步实施中等职业教育免费制度 国家从2009年秋季学期起,对中等职业学校农村家庭经济困难学生和涉农专业学生免学费。 农村劳动力培训工程 实施旨在提高农村劳动力素质和就业技能的“农村劳动力转移培训阳光工程”。培训经费实行政府和农民个人分担。政府补助资金从中央和地方政府的扶贫资金列支,通过培训券等方式直接支付给受培训者。 年,中央财政累计投入21.5亿元,地方财政投入超过30亿元。 自2006年起,以提高农民的农务技能、增加农民收入为目标,实施“新型农民科技培训工程”。培训内容包括农业生产技术、经营管理和法律常识等。培训费用由政府财政负担。 年,投入的专项资金中央财政为3亿元,地方财政1.5亿元。

More ministries part in the process of LIFE Establishing targetable objectives and implementation plans Increasing benefit of literacy Strengthened organization and leadership of literacy Put into effect of the responsibility of rural primary and middle schools and the literacy and technical schools for adults Development of literacy materials Use of technology, TV, VCD, etc. Literacy for handicapped in Fujian Literacy for migrant Research on literacy 通过制定人口较少民族扫盲计划、妇女扫盲计划和扫盲后巩固提高计划,使有关部门沟通参与到LIFE计划的实施中。 制定切实可行的目标与实施规划 各省、市、自治区要结合本地实际制定本区域内2015年扫盲工作目标和规划,并指导所辖县做好工作实施方案。 制定新的目标与规划的重要前提是核清文盲底数,以行政村或居委会为单位,对新增文盲、流动人口中的文盲等要加强监测,完善扫盲工作档案,建立扫盲工作动态管理机制。 增强扫盲的实效性 在《扫除文盲工作条例》规定的脱盲标准的基础上,增加与文盲学员生产和生活密切结合、实用而急需的学习内容,特别是加强脱贫致富、农村实用技术、家庭理财、卫生保健、计划生育、家庭教育等方面的内容。 研究、开发适合文盲学员特点的脱盲测试方法,利用文字、图片、音像等多种形式对文盲学员学习和运用知识的能力进行测试,改变单一的考试测试的做法,增强脱盲测试的科学性。有条件的省份可以建立脱盲测试题库,供地(市)和县在脱盲测试时选用。 加强对扫盲工作的组织领导 省级教育行政部门要建立健全机构,各地应当加强县、乡(镇)扫盲队伍建设,有条件的地方可在乡镇成人文化技术学校或中心学校增设或配备扫盲教学管理人员。 落实农村中小学校和成人文化技术学校的扫盲教学工作任务和职责 农村中小学和成人文化技术学校教师参加扫盲教学工作要记入工作量,纳入考核体系,并根据实际情况给予课时补贴。为承担扫盲任务的教师提供培训,并纳入教师的整体培训计划。 扫盲教材建设取得进展 开发多媒体和远程扫盲教学手段 残疾人扫盲、流动人口扫盲 逐步加强扫盲教育研究和实验。1996年8月,原国家教委批准在西南师范大学建立扫盲教育研究与培训中心,该中心的主要职责是承担扫盲教育的理论和实验研究,参与示范性扫盲教材的编写和实验,承担扫盲教育管理人员和骨干教师的培训,开展国际交流与合作活动,搜集和提供国内外扫盲信息和资料等。
