For this reason, the vast majority of CAI-Asia’s knowledge assets are available online. CAI-Asia’s main tools for gathering, aggregating, storing, and retrieving digital information on air quality management and best practices are the website and listserv. The CAI-Asia website is the largest online resource on air quality management in Asia, with an estimated 3548 documents as of Nov 29, and counting. On average, five new documents are added to the website each working day. WEB DEMO: CAI Sections > Calendar; Browse by Country > Sri Lanka > 1st document; Browse by Topic > Monitoring > Sri Lanka > 1st document CAI-Asia out performs the other regional CAI websites, as the graph on the right indicates. Fact: For the month of October 2005, 50.47%, or HALF of the total visitors of the Clean Air Initiative websites, go to CAI-Asia. When benchmarked against one of ADB.org’s topic websites (Water for All website) CAI-Asia can hold its own, receiving twice as many unique visitors than Water in October; and nearly 5 times the number of hits. Ratios between unique visitors and visits: 1:1.3 or 71% (CAI); 1:3.5 or 28% (Water); 1:3.1 or 31% (ADB). This indicates that Water and ADB.org received more repeat visits during that month. Our goal now is to increase the number of repeat visits, and this is expected to increase with the recent launch of the BAQ 2006 website. (Over 70% of CAI-Asia visitors access the website through a search engine, and 85% of these visitors use Google.) Online visibility = public awareness Fact: Websites should strive to appear in the first three pages of a search results page (top 30), because users don’t have the patience to sift through hundreds of links. Google rankings have a significant impact on awareness raising. A dedicated website on AQM in Asia gives CAI-Asia a consistent advantage in Google search rankings. CAI-Asia is instrumental in bridging the proverbial Digital Divide. Consider the phrase “air pollution in China.” Because the PRC is a “wired country” with more internet users per capita than Sri Lanka or Nepal, getting a high page rank is competitive, although CAI-Asia has managed to make it in the top 30. A similar search for “air pollution in Sri Lanka” or “air pollution in Nepal” brings CAI-Asia to the number one spot. A high Google rank also means that CAI-Asia receives immediate attention on emerging issues like co-benefits approaches to climate change and urban air quality management. A search for “climate change” is quite broad and both CAI-Asia and ADB’s REACH website do not even appear in the top 100. However, a search for “climate change co-benefits” propels CAI-Asia to the number one spot.

To prevent spam, the listserv is now moderated, although we still get about a dozen posts per week. (No. of posts: 2002 = 471; 2003 = 855; 2004 = 667; 2005 = 579) The listserv is not only useful for posting announcements; members actually use it to post inquiries, and the response is almost immediate. To cite an example, we posted a request for info on Energy Efficiency in the transport sector. Within two weeks, we received a dozen posts pointing to relevant materials. Knowledge Management Sample Products
First comprehensive overview of health impacts of air pollution in Asia. CAI-Asia partnered with HEI, which is world leader in this field of research Understanding Sustainable Urban Transport (SUT) - Helped to build CAI-Asia credibility on SUT and was instrumental for Sida $2.4 million grant CAI-Asia has generated a number of knowledge products as outputs of its own secretariat’s research as well as from pilot projects in collaboration with other partners. These four are just a selection of these products. First one is the Health Effects of Outdoor Air Pollution in Developing Countries of Asia - a comprehensive literature review of studies on health impacts of air pollution in Asia from the period 1980 to This is one of the outputs of CAI-Asia’s pilot project called the Public Health and Air Pollution in Asia (PAPA) program which is implemented through the Heath Effects Institute (HEI) to build better understanding of the effects of air pollution on health in Asia. CAI-Asia ‘s partner for this project is the Health Effects Institute, based in Boston, USA - the world’s leading research institution providing high quality scientific research on the health effects of emissions from motor vehicles, fuels and other emission sources for North America, Europe and Asia. The next one - Urban Air Pollution in Asian Cities: Status, Challenges and Strategies is the final report of the stage 2 exercise to benchmark air quality management in Asian cities. The draft report is still undergoing peer review and will be published in the first quarter of next year. This second phase builds on the Benchmarking study initiated by the Sida -funded Air Pollution in Megacities of Asia project of the Stockholm Environment Institute and the Korea Environment Institute. This report contains a description of the air quality status of 20 cities, as well as an analysis of their AQM capabilities. This intends to provide a benchmark from which future initiatives and progress in Asia can be achieved and allow the exchanges and lessons learnt in dealing with urban air pollution issues in different countries. The 20 cities selected for the study represent different AQM capabilities and economic development. This third product is one of the outputs of the Partnership for Sustainable Urban Transport in Asia (PSUTA) Program, again another CAI-Asia pilot project which is funded by SIDA through ADB, and implemented by EMBARQ. This report contains a review of existing experiences and capacities on sustainable transport in Asia, the set of key sustainable transport indicators for three cities in Asia (Xian, Pune and Hanoi), and as well as a summary of the strategic framework that cities in the region can use to develop medium-term sustainable transport strategies. The current draft is being readied for internal review in ADB. The fourth product in this list – the Annual Compendium of Air Quality Programs – contains the results of CAI-Asia secretariat’s annual survey of air quality management programs and initiatives in Asia. This document is in support of the coordination meeting and dialogue of regional air quality management programs and initiatives in Asia annually organized by CAI-Asia. Coming up with these knowledge products, CAI-Asia does not only partner with premier international research organizations but most importantly with contacts in the cities and countries themselves. CAI-Asia is likewise concerned not only with the generation of these products but more importantly on the utilization of the knowledge and information which these documents bring. Through local networks, we want to build a strong public voice which constantly communicates to policy makers the seriousness of air pollution issues so that better air quality lands as a priority on the agenda of government. If air pollution is a priority of government, then, investment patterns of development agencies such as World Bank and ADB will change and will reflect the importance of air quality and sustainable urban transport projects. More funds become available for AQM projects; these funds will enable governments to provide more sustainable transport modes, ambient AQ monitoring stations, maintenance, training, etcetera. Then, people will see blue skies and breathe clean air. Better air quality is better life quality. If air pollution is a priority of government, then, investment patterns of development agencies such as World Bank and ADB will change and will reflect the importance of air quality and sustainable urban transport projects. More funds become available for AQM projects; these funds will enable governments to provide more sustainable transport modes, ambient AQ monitoring stations, maintenance, training, etcetera. Participatory approach was used, wherein representatives from the government and non-government organizations were invited to participate in consultation workshops, which were held in Indonesia, India, Hong Kong, and the Philippines in 2003 According to one of CAI-Asia’s partner organizations – Swisscontact in Vietnam – the strategic framework has been one of the main basis for their work in Vietnam Acknowledging that the transport sector is the major contributor of air pollution in most Asian cities, and that focusing on tailpipe solutions, ALONE, is not sufficient to address the problem. CAI-Asia, together with EMBARQ, the transport and environment center of the World Resources Institute, implemented the Partnership for Sustainable Urban Transportation in Asia – one of its key products is the Strategic Framework for Sustainable Urban Transportation in Asia. The document focuses on demand management and policies which can promote public transportation and non-motorized transport as oppose to the current focus (of some cities) on “private cars centered” planning In parallel to these efforts, CAI-Asia is also working on activities which can promote policies to improve the quality of vehicles (including in-use) and fuels in the market. At the current rate of increase of vehicles, the vehicle fleet may double faster than previously recorded The CAI-Asia – Oil Industry Dialogue which was started in 2003, is now in the process of finalizing a document that discusses fuel quality and appropriate vehicle technologies, and its potential impact on urban air quality; representatives of the major and national oil companies were present in the meeting and committed into looking at this issue more closely – a TWG headed by Shell The work in the CAI-Asia – Oil Industry dialogue, including these kinds of charts where countries are being compared have contributed to the stricter standards such as in Pakistan for sulfur levels in diesel and Singapore for Euro 3 for diesel

Promote AQM and SUT Policies and Investments
The Sustainable Urban Mobility in Asia (SUMA) program represents CAI-Asia most comprehensive effort to influence policies and investments for the sector which contributes most to urban air pollution in Asian cities The program will focus on (i) improving urban air quality, (ii) improving road safety, and (iii) reducing CO2 emissions The $ 4 million program will prioritize on-the-ground SUT activities in the form of concept papers and pre-feasibility studies, backed up by knowledge management, capacity building, policy development, and networking activities SUMA will help to further develop a critical mass of ideas, lobbying, AND projects in support of SUT in Asia. Initial partners include Sustainable Urban Transport Program – GTZ Interface for Cycling Expertise (I-Ce) EMBARQ, the World Resource Center for Transport and Environment United Nations Centre for Regional Development- Environmentally Sustainable Transport Program Institute for Transportation and Development Policy (ITDP) The program will contribute towards this developmental goal: Asian cities are increasingly putting in place SUT systems which are increasingly environmentally, socially and economically sustainable. The program will measure the progress in achieving this goal through these impact indicators: (i) improved urban air quality; (ii) improved road safety; and (iii) reduced congestion. Where possible these impact indicators will be collected in a manner which disaggregates information according to socio-economic and gender categories. The indicators to assess whether the goals have been successfully accomplished are: (i) sustainable urban transport policies adopted, and (ii) investments made in sustainable urban transport. The second phase of PSUTA - Sustainable Urban Mobility in Asia - will have activities on knowledge management, capacity building, policy dialogue, networking, and local action, with emphasis on local actions

The SUATF: a flexible financing instrument
SUATF is the Sustainable Urban Air Quality and Transportation Facility. It is planned by CAI-Asia and ADB so its local networks and members are able to carry out awareness raising, capacity building, and networking in support of policy development and investment identification. It will have an initial budget of about US$2M that is expected to come from Sida, ADB and other SUMA partners Target group includes CAI-Asia local networks, CAI-Asia members (except private sector and development institutions) and other international and national organizations and NGOs who are working in support of better air quality and sustainable transport in Asia are expected to benefit from SUATF SUATF funds can be utilized to leverage funds from other fund sources

Progress 目前进展 扩大伙伴关系与筹资效果 Partnership expansion& Fundraising:
筹资工作集中在能力建设方面需要的资源. 现在已经跟一些机构建立起合作关系,其中包括 能源基金会(EF),欧盟 (EU),意大利(Italy),德国技术合作公司(GTZ), 亚洲开发银行(ADB),世界银行(WB), 碧辟公司(BP),和NILU 研究所. 2006年的预算估计远远超过了2005年三倍. Fundraising focused on raising resources for capacity building. The organizations approached include the Energy Foundation, European Union, Italy, GTZ, Sweden, World Bank, ADB, British Petroleum, and NILU. All the organizations have indicated their general interest in supporting the CAI-Asia PRC Project. The Budget is expected to be more than triple times that of 2005

组织发展 Organizational Development: 正式确立城市的会员资格 Formalize existing city membership 确立吸纳新会员城市和其他组织机构的程序 Finalize the procedure of how to recruitment new member cities and other types of organizations 完善行政和资金管理 Improve both administrative and financial management 通过加强项目指导委员会的功能完善批准过程 Improve approval process by strengthening PSC functions

Starter Course 起步课程: 提供综合空气质量管理课程,4个城市:贵阳、洛阳、长沙、乌鲁木齐 1 training course delivered to four of the city members identified: Guiyang, Luoyang, Changsha, Urumuqi 每个城市2-8人 2-8 individuals from each city 06年第三季度 the third quarter of 2006 与 清华大学 Tsinghua U合办.

政策对话 Policy Dialogue: 会员城市要回顾他们现在的AQM战略-如何提高实际效果 Members to review their existing AQM strategies – how to improve to make it work 会员城市要用整体的眼光和思想把AQM与共赢、预防以及与跨边界问题结合起来 Members to take holistic approach to integrate AQM with Co-benefit, preventive, trans-boundary issues CAI-Asia中国项目将协助把专家带到城市 CAI-Asia PRC Project facilitate the process to bring focused expertise to cities 计划在2006年协助4个会员曾是开始制订综合空气质量管理战略Target: We Expect 4 member cities to start in 2006 the formulation of integrated AQM strategies

试点项目 Pilot Projects: 参与区域活动的机会 Opportunities to participate region-wide activities: 好空气/差空气 Bad Air/Good Air 交通部门能效案例研究 Case Study of Energy Efficiency in Transport Sector 获得PAPA项目的发现成果 Access to PAPA project findings 城市可以申请项目的机会:每年2个项目(每个大约25,000-30,000) Opportunity to compete for city-based projects: 2 each year at around 25,000-30,000 per pilot. Pilot Topics can be: 检测与保养I/M 改造Retrofits 报废项目Scrappage programs 先进的或替代燃料Advanced or alternative fuels 应乌鲁木齐市环保局的积极要求, 乌鲁木齐很可能成为第一个试点城市. Given its active participation in CAI-Asia China Project, Urumuqi might be the 1st city for pilot porject
