CECEP Consulting Co., Ltd. 尊敬的张局长、尊敬的各位领导、各位专家、各位嘉宾,上午好。非常感谢在百忙之中参加本次评审会。几位领导发表了精彩的演讲,使我们对APEC低碳城镇的建设背景和建设意义有更进一步的了解。承蒙国家能源局的信任,2013年5月我们承担了APEC低碳示范城镇建设指标体系的研究工作。 13年6月3日,国家能源局发布《关于开展APEC低碳城镇推广活动的通知》,对各地申报项目提出了具体的要求,7月22日召开了APEC低碳示范城镇推广活动启动会,会议所取得的成果奠定了指标体系的研究基础。在这半年多的时间里,我们收录了大量的国内外低碳城市研究的成果,以及低碳城市实践案例,设计了指标框架,通过征询专家意见、经过多次研讨会和推演会、参加APEC中国低碳行等活动,参加了多次APEC城镇的国际交流,完成了今天的指标体系。请大家予以评审。 晟阳 Kun Ming

9 Concept Study Background
In 2010, China and Japan in the 9th APEC Energy Ministers meeting jointly proposed the construction of Low Carbon Model Town projects. In June 2011, the first APEC low-carbon model town Yu Jiapu Tianjin, China began building.

Energy application plays a key role Adhere to the concept of development APEC LCMT planning is the necessary supplement and improvement for urban development planning 1、   能源是城市发展的动力,城市低碳的建设关键是能源的应用。因此APEC低碳示范城镇应在关注城市建设、经济发展、环境建设的同时,以优化能源结构为重点,在产业发展、城市布局、交通、建筑等领域重视新能源、传统能源的低碳应用,重视节能技术的应用,优化空间结构和城市功能,实现以同样或更低的能耗和碳排放,创造更多的产品和服务,改善人居环境,提升生活质量。 2、关于APEC低碳城镇,存在争论的一点就是评价的对象是已经实现各项目标,还是做出了科学、可操作的规划,通过努力和发展实现规划中的各项目标。APEC低碳示范城镇推广计划就是要将先进的理念体现在城市化建设过程中,通过高质量的规划指导城市实现低能耗、低污染、低排放的目标。 3、   城市是能源消费的重点,城镇化的结果是带来经济总量上升的同时必然造成能源需求的增加,然而在各类城市总体规划中,关于能源应用方面的内容非常之少。兵马未动,粮草先行。能源是城镇化建设的粮草,能源规划和建设在城镇化过程中将起到至关重要的作用。APEC低碳城镇规划是对城镇发展规划的补充和完善。

Ecology The index system is divided into two parts, Basic Indicators and Application indicators. The basic Indicators are compulsory, which refer to the economic development, environment and urban construction that an APEC Low-carbon Model Town should pay attention to. Application indicators focus on energy, that is . The Application Indicators include compulsory Indicator and optional Indicator.

LCMT Index System Application Indicators Class Primary Indicator Secondary Indicator Property Energy structure optimization Comprehensive indicator Proportion of clean energy consumption(%) compulsory Innovative technology application of renewable energy optional Renewable energy utilization for building Proportion of Renewable energy utilization in buildings in total energy consumption(%) Clean energy utilization for transportation Proportion of clean energy utilization in public transportation(%) Applications of new energy Formulate plans in accordance with the analysis of new energy potentiality. 根据低碳能源的特点,我们选取了清洁能源,将天然气、煤层气、清洁煤的应用纳入其中。 可再生能源的应用必须技术创新,只有技术创新才能不断推动技术与进步。因此设计该项指标。 区域能源站的应用对城镇建设应起到很大的作用,以地热能应用、天然气三联供,结合其他可再生能源应用的多种形式应作为城镇能源供应的重要因素。对南方非供暖地区,不要求。 对建筑,我们关注的是新能源的应用,提出可再生能源应用占建筑能耗总量的要求。 对交通,我们提倡清洁能源的应用,通过新能源汽车的推广,以天然气、电力及其他清洁能源替代石油产品,不仅是低碳发展的需要,也是改善空气质量的需要。 对城镇的可再生能源应用,我们不提出一个总量的目标要求,以定性指标引导城镇对可再生能源分析应用潜力,利用多种不同的可再生能源多能互补,结合智能电网的应用,提出合理的应用规模和内容。

Low-carbon publicity The promotion and popularization of low-carbon lifestyles 在政策及管理完善指标中,要求必须制定城镇低碳发展规划。 能源管理,   碳排放与能源消耗监测、统计系统是城镇实现低碳发展的重要手段,可为能源消耗、新能源利用、碳排放提供可靠的数据,为今后的碳交易打好基础。 按照智慧城市的要求,建设数字化、信息化平台,满足城镇各类业务和行业发展对公共信息交换和服务的需求,满足能源供应与消费系统平衡的需求。 生活垃圾分类是垃圾收集阶段减量化、资源化利用的重要手段,建立垃圾分类管理制度是建设垃圾收集、运输、处置体系的重要内容,对采取有利于城市生活垃圾综合利用的经济、技术政策和措施,提高城市生活垃圾治理的科学技术水平,鼓励对城市生活垃圾实行充分回收和合理利用有积极地指导作用。 积极的政府财政政策是节能技术、新能源技术的推广的有效保障,建立节能技术或新能源技术利用示范和推广的专项资金,以及其他扶持措施    节能技术、新能源技术公共服务平台建设,要求建立健全市场化运作的能源服务体系,形成能源技术服务网络(包括信息服务平台、专业化服务公司、技术人员培训等)。 对于低碳宣传,低碳发展需要公众参与。宣传低碳生活知识,提高全社会对低碳生活的认识;积极倡导绿色发展、循环发展、低碳发展的生活方式和消费模式。
