3 ECOSOC The Committee on Non-Governmental Organizations is a standing committee of ECOSOC The Committee has 19 members The current terms of reference of the Committee are set out in Resolution 1996/31 of 25 July 1996. The main tasks of the Committee are: The consideration of applications for consultative status and requests for reclassification submitted by NGOs The consideration of quadrennial reports submitted by NGOs in General and Special categories The implementation of the provisions of Council resolution 1996/31 and the monitoring of the consultative relationship Any other issues which the ECOSOC may request the Committee to consider.

4 ECOSOC與NGO的關係 根據《憲章》，經濟及社會理事會可以同與理事會職權範圍內事項有關的非政府組織磋商。理事會認為，這些組織應該有機會表達它們的觀點，它們掌握著對理事會工作有很大價值的專門經驗或技術知識。 1500多個非政府組織取得了理事會的咨商地位。它們劃分為三類 。取得咨商地位的非政府組織可以派遣觀察員出席理事會及其附屬機構的公開會議，可以提出與理事會工作有關的書面意見。它們也可以就共同關心的事項與聯合國秘書處進行磋商。

7 聯合國秘書處與NGO 雙方皆可主動要求諮詢 秘書長可要求各級諮商團體提出報告或執行特定方案 提供NGO一些資源

8 非政府組織委員會之職責 監督非政府組織與聯合國關係 依NGO每四年所提出的活動報告或資訊向經社理事會提出調整其地位之建議

9 停權或撤銷諮商地位 違反聯合國憲章或對會員國進行政治性活動 具有足夠證據顯示受到國際公認的犯罪行為影響
在評估前三年中未有任何正面和有效的貢獻

10 建立諮商關係 General Consultative Status 一般諮商地位 Special Consultative Status
特別諮商地位 Roster Consultative Status 列入名冊諮商地位

11 Article 69 The Economic and Social Council shall invite any Member of the United Nations to participate, without vote, in its deliberations on any matter of particular concern to that Member.

12 Article 70 The Economic and Social Council may make arrangements for representatives of the specialized agencies to participate, without vote, in its deliberations and in those of the commissions established by it, and for its representatives to participate in the deliberations of the specialized agencies.

13 Article 71 The Economic and Social Council may make suitable arrangements for consultation with non-governmental organizations which are concerned with matters within its competence. Such arrangements may be made with international organizations and, where appropriate, with national organizations after consultation with the Member of the United Nations concerned.
