After entering 21 century, Environmental Protection and sustainable development are becoming more concerned by the worldwide countries regarding the economic development. 经实践证明开发可持续发展的能源和提高能源的使用效率符合环境保护和可持续发展的理念; Having been proven by practices, developing sustainable energies and improving energy efficiency conform to the thought of sustainable development. 中国电子技术标准化研究所

背景Background 开发可持续发展的能源和减少在能源生产、转换和消耗过程中产生的污染和二氧化碳的排放是世界各国制定能源发展政策的主要考虑之一; Developing the sustainable energy and reducing the pollutions and CO2 emissions due to energy production, conversion and consumption are some points to be considered for the energy policy maker of the countries in the world. 提高终端使用设备的能效是一种最经济可行的实现上述目标途的途径之一; Improving energy efficiency of end-use equipment is one of the most cost-effective and feasible options to meet the above energy and environmental policy objectives. 中国电子技术标准化研究所

电子产品能效政策方面 The Policy of energy efficiency of electronic products 国际能源署(IEA) 1999年IEA提出代号为1W的计划,要求所有国家协调能源政策将每一个设备的待机能耗降到1W以下: 1W Plan proposed by IEA in 1999 到2010年所有参与国家的每一个产品的待机功耗降到1W以下 每一个国家根据各自的情况制定相应的政策和措施 所有国家使用相同的定义和测试程序 中国电子技术标准化研究所

欧盟能源之星计划(针对办公设备) EU energy star program (office equipment) 2000年12月美国和欧盟签署了协调办公设备能效标签计划,目的是通过方便的程序来促进欧美两大市场办公设备的国际贸易 Energy efficiency label program for office equipment was signed in December 2000 by US and European Union 办公设备:计算机,显示器,打印机,传真机,复印机,扫描仪器和多功能一体机 Office equipment: computers, monitors, printers, fax machines, copiers, scanners and multifunction devices. 中国电子技术标准化研究所

政策法规方面 Regulation of energy efficiency label in china 2004年8月，国家发展改革委、国家质检总局发布《能源效率标识管理办法》,2005年3月1日实施 The regulation of energy efficiency label was promulgated in August 2004 and implemented in March 1st,2005 标志着能效标识制度在我国正式建立。 The system of energy efficiency label have been formally established in china. 对节能潜力大使用面广的用能产品使用统一的能效标识制度 A uniform system of energy efficiency label will be adopted for the products having potential energy saving and being widely used. 国家制定并公布《中华人民共和国实行能效标识的产品目录》确定统一的能效标准,实施规则,标识样式和规格; The product catalogue of implementing energy efficiency label will be prepared and published, which specify the standard of energy efficiency, implementing rules ,the style and specification of the label uniformly. 我国能效标识制度采用的是“企业自我申明＋备案＋社会监督”这一国际通行实施模式. The system of energy efficiency label adopted by china is based on the International universal implementing mode “self declaration+Registrations+Surveilance” 中国电子技术标准化研究所
