2 What is IBNET? IBNET started as an initiative to collect data on performance of utilities to improve project design and policy dialogue in the early 1990s When collecting data, it became clear that lack of standard definitions between utilities made it very difficult to compare data As a result, a data collection toolkit was published, that was improved upon in the beginning of the 2000s: the “IBNET Toolkit” IBNET Toolkit is a suite of software and guidance documents to help utilities compile, analyze and share performance information the municipal water utilities

3 IBNET development The IBNET Toolkit was used to develop a large database of performance data Since 2004, the IBNET team is leading the data collection effort providing tools and seed money to establish local capacity in data collection and analysis IBNET provides access to a large dataset of water utility performance data in the public domain; currently the database has data available for about 2,000 utilities in more than 75 countries, including China IBNET also facilitates access to a network of agencies that are involved in performance benchmarking

IBNET concept and objectives with FAQ section IBNET toolkit Indicator database with search mechanism Additional tools and resources; and Information sharing including links to benchmarking organizations worldwide The website is translated in Spanish and Russian to ensure global access to IBNET tools and data

6 Demand for IBNET Even though no major dissemination has taken place so far, with the push for dissemination planned for the fall of 2006, access to website has grown significantly: Number of hits grew from about 6-7,000 a month in Sep05 to about 70,000 a month in summer 2006 Number of sessions grew from 186 per month in Jan06 to 2,100 in July 06 Cross references to IBNET in more than 60 websites Use of IBNET by countries to improve their benchmarking such as Armenia, Bangladesh, Kenya, Qatar, Kosovo (Serbia) and Abu Dhabi (UAE) Use of IBNET data in projects, reports and other publications in-and outside the Bank IBNET is tested in Shandong province of China Standard tool for assessment of utility performance in Moldova, and Latin America’s ADERASA Dissemination to coincide with Conclusion/finalization of Spanish and Russian mirror websites IWA conference in China

18 Next challenges In summary: IBNET has created demand for its services, but how to keep the supply of information going without compromising the public good character of IBNET Ensure the short-term sustainability of IBNET: further expansion of the database, its tools and resources to ensure that it has all the characteristic of a network service Ensure the long-term sustainability of IBNET Short-term sustainability Although database has grown significantly over the past year to 1,800 utilities in more than 70 countries, some growth in the website is still needed To include more countries, especially in Africa and Asia To include more time series to ensure that results can be measured over time In a way such growth and size will ensure further growth and size as we currently start getting more requests from utilities to participate in IBNET with stakeholders coming to us instead of the other way around It is possible to sell information in the long-run but that has a number of disadvantages It would be possible least affordable to those most in need of access to the data It would seriously compromise the voluntary spirit in which data are shared with IBNET Hence, the value added of the IBNET website has to come from data analysis and data presentation of results
