3 IEA IA for FM 简介 IEA Implementing Agreement (IA) for a Programme of Research and Development on Radiation Damage in Fusion Materials, which became a new IA in October 1980 The IA was signed on 21 October, 1980, with EURATOM, JAERI-Japan, USDOE-USA, FOES-Switzerland, NRCD-Canada as signatories. Russia and China later joined as OECD non-member countries in September 1995 and July (2005 年之后韩国、印度申请加入)

5 Work Program Annex I: Fusion Materials Irradiation Test Facility FMIT-like facility called the International Fusion Materials Irradiation Facility (IFMIF) Annex II: Experimentation on Radiation Damage in Fusion Materials Annex III: Fast Flux Neutron Irradiation of Candidate Fusion Breeder Blanket Materials Li2ZrO3. Li2O Breeder Exchange Test Matrix (known as BEATRIX) US's Fast Flux Test Facility (FFTF) Ferritic/martenstic steels (mostly Fe, with Cr, Ti, W, V, and Ta as alloying elements), vanadium alloys (mostly V, with Cr, Ti, and Si as alloying elements), and SiC/SiC composites, in which SiC is used for both the fiber and matrix of the composite.

Under Annex II, the CPs have carried out information exchange, workshops and collaborative research Low Activation Structural Materials Ferritic/Martensitic Steels , Vanadium Alloys, SiC/SiC Composites Special Application Materials Cu, 316 SS, Be and Insulating Ceramics for ITER Theory and modeling of irradiation effects Tritium Breeding Ceramics Facilities for Materials Research – Neutron Sources ITER(等离子体物理控制验证) IFMIF (材料工程可行性验证)  DEMO Standard methods for materials irradiation experiments. The Oak Ridge Matrix (The standardization of techniques<fission reactor>) Small Specimen Test Technology Co-ordination with Other Bodies IEA IA on Nuclear Technology of Fusion Reactors.

9 中国参与IEA IA for FM活动情况 “863”和核工业集团公司核能研究经费支持下, 1996年在 IEA FM ExCo 会议上介绍中国聚变材料研究状况和可能对 IEA IA for FM 贡献。 IEA FM ExCo 投票通过接受中国作为非成员国加入此协议 由科技部于1997年3月完成签署加入协议步骤

10 相关活动与合作 从正式签署加入此协议之后,我们积极参与相关活动,即使因某些原因不能派人参加执委会会议,也都将相关信息用电子版发给执委会参与交流;2009年我们分别派人参与了IEA的聚变材料辐照效应研究合作讨论会和一年一次执委会会议。承担钒合金(V-alloy,IEA-Heat)统一样品,性能测试合作研究和此合金在聚变应用研究,作我们点滴贡献 。

12 收获与问题 让国际同行了解我们,我们也了解国际同行;为中国聚变材料研究参与多边、双边等国际合作起到积极的促进作用。
无专门国际合作经费,且基础设施差,在IEA聚变材料执委会当场承担国际合作内容时和完成合作内容时,很难承担较重要任务,使我们发挥出更大作用,做出更大贡献

13 呼吁与建议 呼吁国家能源局、科技部高新司促进中国聚变材料研究制定国家规划;并建议:在规划中确定有专门国际合作经费,使中国聚变材料研究更好地发展,与国内国外聚变研究协调一致 ITER配套经费 高校基础研究 DEMO 材料工程可行性 需要系统地(较长期稳定地)研究 裂变n模拟聚变n辐照研究,一次性装入几百个样品 逐年(经过十几年) 1~100 dpa IFMIF
