Included researchers from Asia, Africa and Latin America UNESCO Office for Asia and Pacific IFLA regional section for Asia & Oceania national portals; international services; open access or open access archive initiatives); development support activities supporting local content production & dissemination how policy-makers can best use research, for evidence-based policy-making; how researchers can best use their findings in order to influence policy; how to improve the interaction between researchers and policy-makers. ODI's Research and Policy in Development (RAPID) programme is working on these issues and aims to improve the use of research and evidence in development policy and practice through research, advice and debate. The programme works on four main themes: The role of evidence in policy processes; Improved communication and information systems for policy and practice; Better knowledge management and learning for development agencies; Approaches to institutional development for evidence-based policy. 10 Development of indicators指标的形成
Vietnamese version sent the first time to public libraries for familiarization越南版本的第一版发给公共图书馆以熟悉适应。 An introduction on how to use the indicators for a trial was given through the forum of the 6 PL consortium in the North, Central and South Vietnam就如何使用试验的指标北部、中部、南部的6PL联合举办了一场论坛介绍。

11 Development of indicators
Findings from the trial were sent for discussion at a Review meeting; Comments and suggestions of the public library managers, as well as the inputs of international experts (Mrs Carol Priestley and Mrs Barbro Thomas) were taken into consideration; A selection of indicators was made by the research team in consultation with Library Department of the Ministry of Culture, Sports and Tourism.

standard guidelines and supporting documents were developed. These include: 标准指南与支持文件的编写，包括： the guidelines指南 library data collection tool 图书馆数据收集工具 user-survey questionnaire 用户调查问卷 community needs satisfaction questionnaire 社区需求满意度问卷 group discussion and interview tools 小组讨论和采访工具

16 Conclusions Public libraries in Vietnam have found it interesting and useful to explore internationally accepted standards for performance measurement & impact The Library Department of the Ministry will be able to use the data to help them in planning and budgeting, and in future projects; library managers should be able to provide more efficient and effective information to meet the needs of users.

17 结论 越南的公共图书馆认为研发国际认可的绩效测量与影响的标准是一件有趣，有意义的事情。
