We have to be completely transparent in all our dealings as Rotarians, especially with our charity. Those who believe in us will support us. Just look at the work 1.2 million Rotarians accomplish each year, we could not do that without support and partnerships. We do good things, but we have to be seen to do good things in an honest and transparent way. 改善報告的品質Improve quality of reports 如同之後所討論的,有關獎助金報告上的一些改變。 我們必須繼續不斷地改進報告的品質,不僅僅只是結案報告而已進度報告也是如此。As will be discussed later on, some of the changes relate to reporting on grant funds. We have to continually improve the quality of reports, not just final reports but progress reports also.

配合獎助金最低限度獎助金額Minimum Matching Grant Award
2005 年7月 1 日生效 配合獎助金最低限度是美金5,000元 計畫得以維持Sustainable projects 增加對社區的影響力 Increased community impact 成本效益Cost effective 配合獎助金最低限度是美金5,000元於2005 年7月 1 日生效。該項規定適用於在 2005 年7月 1 日起所有需批准的申請書。保管委員會訂定這種最低限度獎助金額是希望扶輪社員將能著手從事更大的計畫得以維持並增加對社區的影響力。 Effective 1 July 2005 the minimum Matching Grant award from TRF is US$. This requirement applies to all applications approved on or after 1 July 2005.In establishing this minimum award the Trustees hope that Rotarians will be able to undertake larger projects that are more sustainable and have an increased community impact. 舉一個例子,談到夥伴扶輪社想要提供一個社區鑿一口井的計劃。並非僅僅只提供鑿井,這些服務夥伴們能一起合作使該計畫項目擴大包括了如何訓練並且於何處去蓋設廁所、著重於淨水的重要性的健康教育以及蚊帳的供應。 透過這個方法,要符合該計畫費用的獎助金要比美金5,000 元來得多並使該計畫有更大並維持對社區的影響力。 As an example, say that partnering clubs wish to provide a borehole to a community. Rather than simply providing a borehole, the partners could work together to expand the project to include training on how and where to build latrines, health education focusing on the importance of clean water, and the provision of mosquito nets. In this way, the grant required to meet the project cost is greater than US$5,000 and the project has a larger and sustainable impact on the community. 除了會符合持續和影響力的需求之外,這個改變反映出處理小額的獎助金是不符合承成本效益的事實。透過集中於提供較大的獎助金時,保管委員會對你們的捐款會較好的管理並確保它盡可能有效地使用。 In addition to meeting sustainability and impact needs, this change reflects the fact that processing small grants is not cost effective. 報告的規定 Reporting Requirements
2005 年7月1日 生效 至少每12個月提出進度報告 Progress reports 計畫完成的兩個月之內提出結案報告Final report 需要額外的資訊 Additional information required 對於 2005 年7月1日 起所有批准的獎助金之新報告的規定是生效的。而在 2006 年12月 31日以後,所有的獎助金 (不論當時它們被批准與否)都將接受新的規定。 New reporting requirements are effective for all grants approved on or after 1 July After 31 December 2006, all grants (regardless of when they were approved) will be subject to new requirements. 由於該報告對管理工作需要更多的資訊,而這項決定的目的是要藉由減少時常所需的報告而來讓扶輪社員們更加容易增進對扶輪基金會的承諾。 The intent of this decision is to make it easier for Rotarians by requiring reports less often while furthering TRF’s commitment to stewardship by requiring more information with the report. 然而,結案報告截止日仍然是在計畫完成的兩個月之內提交。 Final reports are still due within two months of the project’s completion.

個人獎助金 Individual Grants

However, at their October 2005 meeting, the Trustees lifted the moratorium for Individual Grants as of 1 July Applications may be submitted starting at this time for travel taking place after 1 October During their April 2006 meeting, the Trustees will be reviewing the criteria for Individual Grants and may be making some modifications to the grant type. 問題討論Discussion Questions: 1. 關於個人獎助金暫時停止(對原先實施的暫停以及之後暫停的解除)在貴地區中的扶輪社的反應是什麼? 地主夥伴捐獻 Host Partner Contribution
2006 年7月1 日生效 地主夥伴捐獻給配合獎助金最低限度的美金100元 地主夥伴會有更多的時間與精力投入 增加對當地的監督 開始於 2006 年7月1 日起所批准的申請書,所有地主夥伴必須藉由至少捐獻美金100元來對一個計畫作出明確證明他們的承諾。我於此強調最低限度的美金100元對於一些開發中國家來說能夠捐獻比這個多得更多,然而在世界有些區域來講美金100元仍然是很大的數目。這個觀點是藉由地主夥伴承諾—而來對該計劃形成共同認同感。保管委員會基於這個決定用來證明計劃包括了一種從當地社區的財務捐獻會有更多的時間與精力對當地投入和監督。 Beginning with applications approved on or after 1 July 2006, all host partners will have to positively demonstrate their commitment to a project by contributing US$100 minimum. I stress minimum of US$100 for some developing countries can contribute much more, while some areas of the world US$100 is still a significant sum. This aspect is the Common Ownership of the project – commitment by the host partner. The Trustees based this decision on evidence that projects that include a financial contribution from the local community have greater local investment and oversight. 增加當地對該計劃的認同感將導引出對一種該計畫情況適度的瞭解,應該會導引出更有效的報告。Increased local ownership of a project will lead to a better understanding of the status of the project which should lead to more effective reporting. 問題討論Discussion Questions: 1. 關於地主夥伴捐獻給配合獎助金最低限度的美金100元在貴地區中的扶輪社的反應是什麼? 計畫委員會 Project Committee
2006 年7月1 日生效 配合獎助金-三位委員會委員 地主和國際Host and international 增加透明度Increased transparency 全體的責任Corporate responsibility 2006 年7月1 日起所批准的申請書,地主和國際夥伴都必須要有至少由三位扶輪社員所組成的計畫委員會。以前的規定是該委員會必須至少由二位扶輪社員所組成。 For applications approved on or after 1 July 2006, both the host and international partners must form project committees comprised of at least three Rotarians. Previously, the requirements stated that the committees must be comprised of at least two Rotarians. 這些委員會委員應該是於計畫期間承諾投入之勝任合格人士。委員會委員以他們的專長來遴選以便能夠更詳細查看到一個計劃的各層面。這是一個計劃的細節部分並且當它成為配合獎助金過程的一部分時則運作成功的報告就變得更容易了。 These committee members should be qualified individuals who are committed to the project for its duration. Committee members selected for their expertise can look in more detail at all levels of a project. This is the detail part of a project and when operating successfully reporting becomes easier for it becomes part of the Matching Grant process. 委員會至少有三位委員也會在委員會結束本身的運作中增加透明度和連續性。 Having committees of at least three members also ends itself to increased transparency and continuity in the dealings of the committee.

地區獎助金小組委員會證明DGSC Certification
2006 年7月1 日生效 地主或國際夥伴 Host or international partner 被要求檢閱審查申請書 保證正確與完整齊全Certify accuracy and completeness 在過去,扶輪基金會建議在提交扶輪基金會之前要先行讓地區獎助金小組委員會主委加以檢閱。然而從2006 年7月1 日以後,這已是必要條件。 In the past, it was a recommendation that the district grants subcommittee chair reviews the application prior to submission to TRF. As of 1 July 2006, this is a requirement. 地區之地區獎助金小組委員會主委皆被要求簽署該申請書以示它已接受檢閱審查並資料是完整齊全的。 The district grants subcommittee chair from either the host or international partner district will be required to sign the application signifying it has undergone review and is complete. 請牢記地區獎助金小組委員會主委檢閱審查過的申請書並不保證會被批准的;所有申請書的批准是屬於扶輪基金保管委員會。 Please keep in mind that application review by the district grants subcommittee does not guarantee approval of the application; approval of all applications resides with The Rotary Foundation trustees. 問題討論Discussion Questions: 1. 從2006 年7月 1 日起,你能夠確保地區獎助金小組委員會準備開始檢閱審查所有的獎助金申請書嗎? How will you explain to Rotarians that this is not just another signature, but an important component in ensuring the accuracy and completeness of applications

時程Timelines 2006年7月1日生效 收到申請書六個月內必須完整齊備Application complete within six months of receipt 批准六個月內符合付款規定 Payment requirements met within six months of approval 2006年7月1日開始,扶輪基金會收到的申請書在六個月之內必須完整並且已準備好去批准,否則該申請書將被撤回。事先,計畫贊助者有15 個月時間去完成一份申請書 Starting 1 July 2006, applications received at TRF must be complete within six months and ready for approval or the application will be withdrawn. Previously, project sponsors had 15 months to complete an application. 保管委員會認為一個獎助金申請書當提交給扶輪基金會時應該是完整齊備且已為批准作好了準備。當然,有許多未預料到情況迫使需與計畫協調人一起合作來完成懸而未決的申請書。保管委員會認為,無論如何,允許 15 個月那麼做已是極限的。 The Trustees feel that a grant application should be complete and ready for approval when submitted to TRF. Of course, there many be unforeseen circumstances that necessitate working with the Program Coordinator to complete a pending application. 災禍恢復 Disaster Recovery
