What is Asian Development Bank (ADB)? 什么是亚洲开发银行（亚行）？
ADB is a regional development bank established on 22 August 1966 which is headquartered in Manila, Philippines to facilitate economic development of countries in Asia. ADB now has 67 member countries including China. 亚行是一个于1966年8月22日成立的、其总部设在菲律宾首都马尼拉、以促进亚洲各国经济发展为宗旨的区域性发展银行。亚行目前有67个成员国，其中包括中国。

Loan Terms and Conditions 贷款条款和条件
Maturity: Up to 26 years including 5 years grace period 到期日:最高至26年，含5年宽限期 Interest rate: Commitment fee: 0.15% of undisbursed loan balance 承诺费：未支付贷款余额的0.15％ Floating rate (6 months rate as of 6 Oct 2014) 浮动利率（2015年5月15日当天的6个月浮动利率） Fixed rate (5 years as of 6 Oct 2014) 固定利率（2015年5月15日当天的5年固定利率） LIBOR rate LIBOR利率 0.42% 1.69% Add spread 加上利率差别 0.50% subtract rebate 减去退税 0.15% Interest rate 最终利率 0.77% 2.04%

How to apply for ADB loan? 如何申请亚行贷款？
Step 1: Project developer request ADB’s assistance to local DRC and finance bureau and up to provincial DRC and/or finance bureau. 第1步：项目开发商首先向当地发改委和财政局，然后向省发改委和财政厅申请亚行援助。 Step 2: Provincial DRC and finance bureau request ADB loan to national DRC and ministry of finance. 第2步：省发改委和财政厅向国家发改委和财政部申请亚行贷款。 Step 3: National DRC and ministry of finance discuss with ADB every year (August) for assistance. 第3步：国家发改委、财政部与亚行会每年（八月）进行援助项目讨论。

Priority Areas for Assistance重点援助的领域
Proposed project must be innovative and promotes low carbon technologies such as: 拟建项目必须创新、促进低碳技术，如： Renewable energy integration (wind, solar, heat-pump) 可再生能源一体化（风能、太阳能、热泵） Waste heat recovery from industries, municipal sewage, and garbage incineration 从工业、城市污水和垃圾焚烧中进行余热回收 Low temperature district heating 低温集中供暖 Tri-generation (heating, cooling, and power generation) 三联产（加热、制冷和发电） Switching from coal to gas-based heating system 煤改气基加热系统
