2 Main focus of this workshop 培训重点
Workshop will focus on – - collective bargaining systems and strategies of unions in other parts of the world, 各国集体谈判制度和工会策略 - enabling conditions for organizing & effective collective bargaining and 组织和开展有效谈判的条件 - use of ILO instruments on organizing & collective bargaining for promoting Decent Work for all workers. 利用国际劳工组织关于组织和集体谈判权有关文件，帮助所有工人实现体面劳动

Economic liberalization & Globalization technologies changing role of state changing ownership structures Hurdles in FoA & CB changing composition of workforce irregular employment relationships ?

4 So, what can TUs do? 工会能做什么呢？
Organizing workers – But HOW? 组织工人－－如何组织？ For a win-win situation of social & economic stability, it is essential that democratic industrial relations are promoted – this requires respect for & promotion of freedom of association and right to collective bargaining. 为实现社会和经济稳定的双赢结果，关键在于推动民主的产业关系，这就要求尊重结社自由和集体谈判权 Unions need not only collective bargaining BUT ALSO PARTICIPATORY RIGHTS! 工会不仅需要享有集体谈判权，还需要享有参与权 Strengthening union organizational structures & capacities 加强工会的组织结构和能力

5 In China while collective contracts have been practiced for a many years, collective bargaining as practiced in many other countries is not very common in Chinese industrial relations system. 中国实行了许多年的集体合同制度，但别国的集体谈判做法在中国却并未推广 However, the new Employment Contract Law (2008) is likely to promote greater collective bargaining since it provides for collective bargaining mechanism with the employers, including at industry & area level. 然而，新的《就业合同法》（2008）可能会推进集体谈判制度在中国的发展
