年上半年国内烧碱供需状况 China Caustic Soda Supply and Demand, from 2000-first half of 2014 单位:万吨 Unit: 10KT 2000 2005 2010 2012 2013 2014年上半年 First half of 2014 产能 Capacity 800 1471 3021 3736 3850 3912 产量 Output 665 1240 2087 2699 2854 1580 从 年,我国烧碱产能年均增长率达到13.7%;产量年均增长率约12.4%。2013年烧碱产能增长率回落到3%,产量增长率在5.7%。2014年上半年,产能增长放缓,增长率回落到1.6%,产量同比增长率在10.9%。 From 2000 to 2012, the annual capacity growth rate of domestic caustic soda reached 13.7%, with the annual output growth rate at about 12.4%. In 2013, the annual capacity growth rate fell back to 3%, with the output figure at 5.7%. During the first half of 2014, capacity grew at a slower pace, with the growth rate dropping to about 1.6%, and the output volume is up by 10.9 over the same period last year.

In 2013, the capacity figure is reported to be 5.8% , with that of output at 14%. During the first half of 2014, both figures went down to 4% and 13.3% respectively.

The average capacity is 220 ktons/yr. And there are 94 PVC producers, with an average capacity at 270 ktons/yr.

行业发展中的重点问题——产能过剩问题 Key Issues in Industry Development—Overcapacity 编写了《氯碱行业调整产业结构消化过剩产能政策研究报告》。 We complied the Research Report on “Adjusting the industrial structure and Overcapacity Consuming in Chlor-Alkali Industry” . 研究报告已正式上报国家有关部委。将对国家采取有效措施化解行业产能过剩产生积极的影响。 The report has been officially submitted to relevant government departments, which will exert a positive influence on solving the overcapacity issue. 相关部门及行业专家共同修改Joint Revision by Professionals from Relating Industries 全体常务理事会征求意见并修改Advice Soliciting and Revision by the plenary standing committee 初稿编写Drafting 专家讨论修改Panel Discussions 定稿Finalizing

行业发展中的重点问题——产能过剩问题 Key Issues in Industry Development—Overcapacity 分析了过剩现状和原因 Analyzing overcapacity and its root causes 提出了化解过剩产能的政策建议:(一)创造和扩大国内需求,增加下游产业的消化能力;(二)采取措施鼓励氯碱产品和产能的出口转移;(三)鼓励市场化运作,加快推进企业兼并重组;(四)建立健全退出机制,淘汰落后产能及工艺;(五)采取有效措施严控新增产能;(六)以生态文明建设为目标,以碳排放、能源消耗、污染物排放等约束指标为手段,实现对产能的动态调控。 Putting forward suggestion towards policies on cutting overcapacity: A. Create and expand internal demand, and improve downstream consumption; B. Take measures to encourage the export of chlor-alkali products and capacity; C. Stimulate trades and firm merging & acquisitions; D. Set up and strengthen a withdrawal mechanism, cut backward capacity and techniques; E. Adopt measures to restrict newly-added capacities; F. Focus on ecological civilization building restrained by carbon emission, energy consumption and pollutants emission, etc. so as to realizing a dynamic capacity regulation.

行业发展中的重点问题——准入问题 Key Issues in Industry Development—Market Access 2007年12月1日国家发改委发布实施了《氯碱(烧碱、聚氯乙烯)行业准入条件》。 On Dec. 1, 2007, the National Development and Reform Department released and enacted the Entry Criteria for Chlor-Alkali Industry (Caustic Soda and PVC) 今年协会受工信部和财政部委托正式编写修订《氯碱行业准入条件》,目前已完成全面工作。 This year, entrusted by Ministry of Information and Ministry of Finance, CCAIA officially has compiled and amended the Entry Criteria for Chlor-Alkali Industry, which is already completed. 协会承担了国家安监总局委托的《烧碱行业安全准入条件》编写工作,近期将发布。 CCAIA has undertaken the compilation of the Entry Criteria for Caustic Soda Industry, and relevant document is to be released.

Key Issues in Industry Development—Prevention of Mercury Pollution in Acetylene based PVC Sector 《关于汞的水俣公约》已经进入开放签约期,预计我国在2015年内正式签约。 Minamata Convention on Mercury is currently open for signing , and it is predicted that China will officially sign it in 2015. 国家对汞污染防治工作高度重视,各部委工作力度加强。 The government has attached great importance on mercury pollution prevention., with increased efforts by relevant departments. 成体系地推进汞污染防治工作。 Actions have been taken to pushing the prevention work forward in s systematic way. (各种重要会议上广泛宣传;低汞触媒标准升级的推进;低汞触媒生产及使用统计体系的建立和完善;低汞触媒使用手册的编写和发布;低汞触媒生产企业公告制度的建立和实施,无汞触媒研发、工业化试验的大力推进) (We have carries out extensive publication and promotion in various conventions, enhancing the standard upgrading of low-mercury catalyst, and set up a statistic mechanism of low-mercury catalyst production and application. We have implemented the announcement system among low-catalyst producers, encouraging the R&D of mercury-free catalyst and its industrialization testing.

Key Issues in Industry Development—Technology Advancement and Communication 充分利用烧碱和PVC年度技术交流会,使企业各种新技术、新产品、新装备和运行管理经验充分交流。 Take full advantage of the annual technology seminars for caustic soda and PVC industry, benefiting corporations with new technologies and products, fresh devices and operating expertise. 持续跟踪、推进当前行业热点技术的研发和工业化应用。 Track and promote the R&D and industrialized application of technical knowhow 关注二氯乙烷与乙炔催化重整生产氯乙烯技术,氯化氢催化氧化制氯技术,国产化离子膜应用技术,氧阴极电解技术,掌握技术的研发进展情况。 Pay more attention to EDC and acetylene-to-vinyl chloride catalytic reforming technology, HCl-to-chlorine catalytic oxidation technology, ion-membrane application technique and oxygen cathode electrolysis technique, etc. 对无汞触媒技术,积极促进中泰、天业等企业与多家科研院所的合作。 We welcome the cooperation on mercury-free catalyst technology between Zhongtai, Tianye and several scientific research institutes. 积极拓展聚氯乙烯应用领域 Expand PVC application scope 努力开展从战略高度稳定扩大传统需求领域,开拓新兴需求领域的工作。 More efforts should be taken to enlarge traditional demand area from a strategic perspective and lauch programs regarding emerging needs.

11 协会参加了民政部对全国性社会组织的评估,荣获民政部评估认定的4A等级
The CCAIA joined the assessment of national social organization initiated by the Ministry of Civil Affairs, and was rated as one of the 4A organizations. 根据规定,获得3A以上的社会组织,可以优先接受政府职能转移,优先获得政府购买服务和政府奖励。4A以上的,在社团年度检查时,可以简化程序。 According to relating regulations, those social organizations being rated above 3A level shall be granted the special rights to transform its functions, and be rewarded government sourcing service and its incentives. For those above 4A levels, when being annually checked, the required formalities shall be streamlined.
