ODI's Research and Policy in Development (RAPID) programme is working on these issues and aims to improve the use of research and evidence in development policy and practice through research, advice and debate. The programme works on four main themes: The role of evidence in policy processes; Improved communication and information systems for policy and practice; Better knowledge management and learning for development agencies; Approaches to institutional development for evidence-based policy. 5 The focus on rural information
The process of information transfer in the rural sector is very important for development People have to be motivated to make use of knowledge Rural people become the principal actors in any change. Their participation and initiative must be used.

Goal: to create standards covering the evaluation and impact of the provision of information Specific objectives: to provide guidelines on setting the goals and objectives of information provision and suggest factors to be considered in developing goals; to indicate the methodology and procedures of assessment and evaluation; to indicate the criteria by which performance and impact can be assessed. 9 The importance of using the outcomes of assessment
Assessment provides: those running information services with a standard means of measuring the effectiveness of their service in terms of operations and impact; local government and other prospective funders with correct information on the impact of information services to local and national development;

11 The importance of outcomes contd.
Assessment acts as a stimulant to those setting up information services by providing guidelines on measurable expectations; enables those running services to re-examine and re-define their mission and determine necessary inputs, in terms of buildings, resources, activities, etc

13 Assessment results into action
Assessment is undertaken to measure impact and effectiveness; the results guide how the library/information service should develop; each result is analyzed and the work plans and budgets for library/information service adapted ; the assessment process is continuous.

15 Conclusion 结论 Applying the assessment process provides: 评估活动的作用:
locally and nationally accepted standards 适用于地方和全国范围的评价标准 key library-responsible institutions (such as local government and ministries) are able to undertake strategic planning and budgeting; 便于图书馆的上级管理部门制定和实施战略性规划和预算

16 Conclusion contd. 结论 library managers can provide more efficient and effective information provision; 图书馆管理者能够提供更有效率和效益 there is transparency and understanding for all stakeholders in how information services are performing and the impact they provide – this supports new strategies, new funding and improvement in service to the community. 信息服务的绩效和影响对所有利益相关者都是透明和易理解的—因此评估对战略制定、资金筹备以及提升社区服务具有重要作用。
