3 Background 2012 我國對外貿易總額衰退 -2.3% ， 但對新興市場貿易額卻逆勢成長 5% ， 新興市場對我國外貿重要性與日俱增! 韓國在產業完整性、產品線全方位性與商業模式 (Business Model) 均遠優於我國! (B2B, B2G, B2C) 開拓新興市場是我國經濟轉型契機(B2G & B2C)，參與 EBRD 專案又是最佳切入點!

多數 EBRD 支援新興國家均為前蘇聯計劃經濟成員，對資本市場與自由經濟操作欠熟悉，整體社會支援架構及企業經營方式均待加強！ 多數 EBRD 支援新興國家的生意主要以提供各該國政府或公共建設為主，同時 EBRD 又需有安全貸款回收機制，因此除一般國際貿易作業外，EBRD 特別要求參與廠房具政府採購法與PPP (Public-Private-Partnership)實務經驗。

多數 EBRD 支援新興國家的專案都有一些門檻，如在地國相關在地國專案實績，或歐盟國家實績等，這是一種資格限制。 另外很多也需要歐盟規定的檢驗與認證，我國廠商在投標前未必弄清楚 。 政府相關採購(B2G)以採購Total Solution & 服務為主，因此要有好的在地國 Local Partners. `
