3 什么是孤立主义?(读者看法) 着重发展单边外交关系,不同与同本国有历史仇恨历史遗留问题的国 家进行建交。
以下答案来自维基百科:孤立主义外交通常是由防务和经济上的两方 面政策组成。在防务上,孤立主义采取不干涉原则,即除自卫战争外 不主动卷入任何外部军事冲突;在经济文化上,通过立法最大程度限 制与国外的贸易和文化交流。 不干涉 不主动卷入外交冲突 不热心对外贸易 美国只管自己的事情不参与国际政治事务 美国建国时百废待兴,为了避免参与欧洲搅屎而建立的“跟我没关系” 外交传统。

11 华盛顿退位演说 The great rule of conduct for us in regard to foreign nations is in extending our commercial relations, to have with them as little political connection as possible. So far as we have already formed engagements, let them be fulfilled with perfect good faith. Here let us stop. Europe has a set of primary interests which to us have none; or a very remote relation. Hence she must be engaged in frequent controversies, the causes of which are essentially foreign to our concerns. Hence, therefore, it must be unwise in us to implicate ourselves by artificial ties in the ordinary vicissitudes of her politics, or the ordinary combinations and collisions of her friendships or enmities…… Taking care always to keep ourselves by suitable establishments on a respectable defensive posture, we may safely trust to temporary alliances for extraordinary emergencies.
