2 Why are we here?
Library Assessment is a new topic? No! 不! It is not a one-time activity. It is an ongoing effort with the aim of keeping the library visible 它不是一次性的活动,而是不间断的努力来保持图书馆可见 in the community for continuing use 对社区可见,以达到图书馆的持续使用 in the authority for continuing financial and political support 对当局可见,以获得持续的资金和政治支持 We are here for ongoing discussion on 我们在这儿是为了讨论 why do we need assessment? 为什么我们需要评估? what we know about changing in public libraries? 对于公共图书馆发生的变化我们知道多少? what we need to know about assessment within libraries is growing accordingly? 对于图书馆评估的相应变化我们需要知道什么? and how to make it work in your context.

3 Why do we need assessment?

4 Public libraries are changing
Libraries are changing rapidly Product is no longer only content but experience Spaces must conform to new uses 空间需要适应新的用途 (Trends in 21st Century Public Libraries) (21世纪公共图书馆趋势)

5 Then 于是 Almost all libraries spent around 80% on technical services and 20% on public services. Attendance and borrowing figures have dipped over the past five years with no signs of an upward trend The commercial strength of bookshops and the cheap accessibility of websites such as Amazon will kill off the local library Funding limits in most libraries mean their survival cannot be ensured From Vietnam: 2,3% population used public libraries in Vietnam (“Vietnam: Social/cultural/ICT4D/public libraries/other service models”, 9 March, 2007) . What do you - our Chinese colleagues - want to share about your situation?

6 and now 而现在 80% out of the library job is spent on information services and 20% on technical services. …from England: … Online activity in libraries has increased, with greater numbers ordering or reserving books. Some libraries across the country have bucked the trend in dipping attendance and borrowing figures and lured greater numbers to their doors. Initiatives such as coffee shops and DVD rentals point the way forward. “Public libraries in Vietnam will be centres of Education, Culture and Information to facilitate life-long-learning of local people” (Vision ) “越南公共图书馆将成为教育、文化和信息中心,以促进当地人民的终身学习” (愿景 2011-2015) Our colleagues from China will share their research on the topics in this session too.

7 and future 未来 Effective and innovative use of technology for equal access and faith use.

8 Library Assessment is growing accordingly
Library assessment is now an integral part of the effort to define the 21st century library; our tools, methods and applications are developing rapidly. They are needed for the strategic and systematic change that can ensure a vibrant and sustainable future for our communities and our institutions. Simply put, the 21st century library cannot survive unless it develops and uses assessment techniques to ensure that we remain relevant and necessary to the communities we serve.

9 Then 于是 Standards are used in the library profession to establish the requirements of a library service. They are used to measure present use and to estimate what future development is required. Traditionally library standards have concentrated on quantitative data. Traditional standards – numbers 传统的标准-数字 number of staff; 工作人员数 number of book stock 藏书数目 amount of budget 预算数额

10 Now 现在 Policy makers and managers have needed to measure the performance of the library and the impact in terms of social and economic development. Emerging methodologies to measure performance and impact. It is important to know the aims of the library and examine how the service meets its aims.

11 How to make library assessment work in your context?
You can find the technical support, e.g. new methods, tools and applications of performance and impact measurement from different resources, for examples: IFLA publications on the subjects IFLA 相关资料 Publishes proceedings of Library Assessment Conferences 图书馆评估会议的论文集 Articles on the internet 互联网上的文章 But you have to make them work in your context by yourself. The presenters of our session and invited speakers will give the answers to this question.
