Research on APEC Low-carbon Model Town(LCMT) Index System CECEP Consulting Co., Ltd. 尊敬的张局长、尊敬的各位领导、各位专家、各位嘉宾，上午好。非常感谢在百忙之中参加本次评审会。几位领导发表了精彩的演讲，使我们对APEC低碳城镇的建设背景和建设意义有更进一步的了解。承蒙国家能源局的信任，2013年5月我们承担了APEC低碳示范城镇建设指标体系的研究工作。 13年6月3日，国家能源局发布《关于开展APEC低碳城镇推广活动的通知》，对各地申报项目提出了具体的要求，7月22日召开了APEC低碳示范城镇推广活动启动会，会议所取得的成果奠定了指标体系的研究基础。在这半年多的时间里，我们收录了大量的国内外低碳城市研究的成果，以及低碳城市实践案例，设计了指标框架，通过征询专家意见、经过多次研讨会和推演会、参加APEC中国低碳行等活动，参加了多次APEC城镇的国际交流，完成了今天的指标体系。请大家予以评审。 晟阳 Kun Ming 2014.05.19
