ALA past President Patricia Glass Schuman stated in 1992 that “We will not live in a true information society unless – and until – public policy makers recognize that an informed citizenry is a public good that benefits us all. We will not live in a true information society, we will not achieve equal opportunity and justice, unless – and until – all people have the library services that they need to learn, live, work, participate, and enjoy our democracy.” Provid9ing free open access to information so that the citizens of our communities have the tools needed to fully participate in our democracy is seen as a core function of the library as an institution. Another theme that runs throughout the literature on libraries, both public and academic is that of learning – whether we call it information literacy, information competency or life-long learning – our libraries both public and university are dedicated to learning. By supporting our libraries as public institutions, we as a people are making a commitment to those ideals. Another role of the public library that has been coined is that of social capital and the public library’s role and contribution to building that in our communities. Discussed by many both within and without the library community, social capital is defined as the glue that holds social structures and our very communities together. Nancy Kranich, past ALA XXXXX states, “ And Alan Bundy, University of South Australia has further stated the contributions that libraries make to our communities in this way. Libraries in our cities and libraries in our universities serve as anchor institutions. In its program for the CEOS for Cities National Meeting in San Jose this past year, the organization referred to the Dr. Martin Luther King Jr. Library an anchor institution built from the unique partnerships between the city and university – and one of the institutions that has made San Jose, the capital of Silicon Valley the powerhouse city that it is today. Other reasons why our governments support libraries with tax dollars are because they are seen as institutions that will level the digital divide, that libraries serve as good stewards of public funds and that libraries contribute to economic development and urban renewal. A publication that elaborates on that theme is “Making Cities Stronger – Public Contributions to Local Economic Development” by the Urban Libraries Council.
