开展汽车燃料经济性研究的必要性（一） Necessary of This Project（1） 我国石油资源和产量有限（长期徘徊在1.6亿吨） Limited oil resources and production (fluctuating around 160 million tons) 1993年起成为石油净进口国 From 1993, China has become a net oil importer 2000年原油进口6 ～7千万吨，2010年预计超过1亿吨 Oil importing amount of 60～70 million tons in 2000, and will be more than 100 million tons in 2010 2000年汽车消耗燃料5 ～ 6千万吨 Automobiles consumed fuel 50 ～60 million tons in 2000

开展汽车燃料经济性研究的必要性（二） Necessary of This Project（2） 如不加以控制，将严重影响中国的能源安全性 If not controlled, Chinese energy security will be influenced terribly 也将彻底打乱世界石油的供应格局 World oil supply and demand situation will be fully deranged 近年汽车保有量以每年将近15%的速度增长 Auto population increased with an average rate of 15%/year 轿车进入家庭的高潮开始 The climax of family cars begins 同时也能降低温室气体CO2的排放 The green house gas CO2 decreased as well

研究内容（一） Items for Implementing The Project（1） 制定两项国家标准(Establishing two national standards) 轿车燃料消耗量试验方法 (Measurement method for fuel consumption of cars） 轿车燃料消耗量限值 (Limits for fuel consumption of cars) 提出四项政策建议 (Put forward four policy proposals) 燃油耗申报制度 (Declaring system of fuel consumption) 燃油耗标签制度 (Labeling system of fuel consumption) 燃油耗公布制度 (Announcement system of fuel consumption) 鼓励低燃油耗和抑制高燃油耗政策 (Policies on encouraging low fuel consumption and restraining high fuel consumption )

项目指导小组 Project Directing Committee 项目指导小组由国家经济贸易委员会、发展计划委员会、质量 监督检疫总局、税务总局、财政部和环境保护总局的成员组成 The committee comprises the members from SETC, SDPC, SBQSIQ, SAT, MF and SEPA 项目的所有工作均在指导小组指导下进行 All the tasks in the project are directed under the directing committee CATARC每三个月向指导小组作一次工作报告 Working report will be submitted to the committee every three months by CATARC

燃料消耗量试验方法标准 Measurement Method for Fuel Consumption 参照欧盟80/1268/EC指令1999/100/EC修订版制定 Refer to Directive 80/1268/EEC as amended by Directive 1999/100/EC 是本项目的基础 The basic of this project 是申报、标签、公布制度和普查工作共同依据的准则 The common rule for the declaring system, labeling system, announcement system and universal survey 适用于M1类汽车（除驾驶员座位外，乘客座位不超过八个的载客车辆） Applies to the motor vehicles of category M1 (Vehicles used for the carriage of passengers and comprising no more than eight seats in addition to the driver's seat)

燃油耗评价体系 Evaluation System for Fuel Consumption 包括（Including）： 汽车按燃油耗的分类 The category division for auto fuel consumption 同类汽车之间的比较方法 The compare method for the same category autos 体现政府对不同车型的倾向 To materialize the governmental trend on different auto types

普查典型车型的燃油耗 Universal Survey on Fuel Consumption of Typical Autos 采用统一的试验方法 -- 燃油耗试验方法标准 Using the unified measuring method -- Measuring Method Standard for Fuel Consumption 在实施申报制度的基础上进行 On the basic of implement of the declaring system 充分利用申报数据 Using the declaring data adequately

统计分析各类车辆的平均燃油耗 Statistic and Analysis of Average Fuel Consumption for Different Categories of Vehicles 在申报和普查数据的基础上进行 Based on the data of declaring and surveying 建立专用数据库 Establishing a special data-base 结合评价体系分析不同分类下的燃油耗特点 Combining with the evaluation system, analyzing the fuel consumption characteristic of different sorts 是制定燃油耗限值标准的基础工作 The basic for establishing limit standard of fuel consumption

燃油耗限值标准（一） Standard of Fuel Consumption Limits（1） 在申报和普查数据以及统计分析的基础上确定 Based on the declaring data and survey data, and on the statistic and analysis 体现政府对不同车型的倾向 To materialize the governmental trend on different auto types 根据燃油耗评价体系确定汽车的分类 The categories of auto fixed on the evaluation system of fuel consumption

燃油耗限值标准（二） Standard of Fuel Consumption Limits（2） 确定分阶段实施的限值 The limits are fixed up in different stage 实施每一阶段总体的燃油耗应有所下降 In every stage the fuel consumption should be decreased as a whole 每一阶段的限值应有可能采取的技术措施保证 The limits of every stage should be ensured by the technical measures possibly adopted

申报制度政策建议 Policy Proposal on Declaring System 各主要汽车厂采用统一的试验方法 -- 燃油耗试验方法标准 -- 测定其典型车型的燃油耗 The main auto manufacturers determine the fuel consumption of their typical vehicles with the method prescribed in the Standard of fuel consumption measuring method 将试验结果申报政府有关部门作为该车型的申报燃油耗 Report the results determined to the government concerned as the declaring fuel consumption value for this vehicle type

标签制度政策建议 Policy Proposal on Labeling System 将各汽车厂申报的燃油耗用标签形式粘贴在该车型的每一辆车的显要位置 The fuel consumption value declared by the auto manufacturer will be affixed on a noticeable position of each vehicle of this type 标签制度将促进汽车厂改善其车辆的能源效率 The labeling system will promote auto manufacturer to improve the energy efficiency of their vehicles

公布制度政策建议 Policy Proposal on Announcement System 将汽车厂申报的燃油耗经普查结果核实，定期向社会公布 The fuel consumption declared by the auto manufacturer and verified by the results of the survey will be announced to the society 公布制度将会引导某些购车人购买低燃油耗的车辆 The announcement system will introduce some of the buyer to buy the vehicles with low fuel consumption

燃油耗鼓励和抑制政策建议 Policy Proposal on Encourage and Restrain 对提前达到后一阶段燃油耗限值的车辆，在税收上给予优惠 Encourage the vehicle which meets the limit in advance with preferential revenue 对达不到现阶段燃油耗限值的车辆，则加征其税收 Restrain the vehicle which can not meet the limit of this stage with added revenue

技术措施及其效果和成本 Technical Measures and Their Effect and Cost 广泛利用国际专家组提供的技术支持 Utilize the technologies provide by the International Technical Advising Team 根据我国的实际，对效果和成本进行分析 Analyze their effect and cost according to Chinese real situation 提出可能的先进技术及多种技术组合方案 Put out available advanced technologies and possible combinations of those technologies 作为汽车制造厂提高能源效率的技术参考 As a technical guide for auto manufacturers to improve energy efficiency
