二孩政策，是中国实行的一种计划生育政策，规定符合条件 的夫妇允许生育“二胎”。 Family planning

3 历史背景 background 1950年初： 毛泽东鼓励生育，严格限制绝育手术和人工流产 mao ze dong, encourage birth “人是第一宝贵的” 人定胜天 man conquers nature/ heaven 1956：毛泽东宣传提倡“计划生育”新思想 promote “family planning” ：“大跃进”时期，毛泽东终止“计划生育”period of “great leap forward”, terminate “family planning” “人多力量大” 1980s: 重启“计划生育”restart “family planning” 独生子女政策 one- child policy “一对夫妇只生一个孩子” “控制人口数量，提高人口素质。” 9/1982 计划生育-基本国策 family planning-fundamental national policy 《婚姻法》law of marriage
