1. Submit application to SGS with sample and document 客户提交样品和申请文件给SGS 2. SGS performs testing SGS依据相关标准进行测试 3. SGS submits application to NRCS SGS提交测试报告和申请文件到NRCS 4. NRCS reviews application and issue LOA NRCS审阅申请资料并出具证书 Text in here For common products(except CFLI),only safety test report is needed.The safety report must addressed SA deviation e.g. the plug fitted must comply with the SA requirement. The report should be within 3 years from the laboratory accredited by a national accredited body affiliated to ILAC or be a IEC CB Scheme. For a common product(except CFLI),the project will be assigned to one evaluator and the evaluator can review and decide to approve it or not; But for CFLI,the LOA is released only if all members agree to approve it.

The client submits application document and submit sample to SGS客户向SGS提交申请文件和样品（非节能灯的常规产品） SGS performs testing according to relevant safety IEC standard: SGS按照相应的安全标准进行测试： SGS submits application to NRCS SGS向NRCS提交申请 NRCS assigns one evaluator to review the application who can approve the project and submit it for LOA. NRCS 指派一位评估员审核该项目，经审核员审核通过后便可提交出具LOA证书

The client submits application document and submit sample to SGS客户向SGS提交申请文件和样品（节能灯） SGS performs testing according to below standards: SGS按照以下标准对节能灯进行测试： Safety test under IEC60968 (安全测试标准IEC 60968) Performance Test under IEC60969 (性能测试标准IEC 60969) EMC test under CISPR 15 (EMC测试标准CISPR 15) SGS issues System 5 certification according to IEC60968 and IEC60969, eg: GS, FI--- SGS依据以上安全和性能标准出具system 5的产品证书，比如GS, FI等 NRCS holds a meeting with the committee to review all CFLI projects once a month and issue LOA for CFLI if all members agree to approve it. NRCS每月举行一次集体会议审议所有节能灯案件，只有审议会所有成员都同意才能给该项目节能灯颁发LOA证书。 EN55015 was used these need a declaration to CISPR 15 equivalence of standards. The certification scheme shall meet all requirements of ISO Guide 67 for a System 5 product certification scheme. There are almost 8 persons for the committee for CFLI reviewing meeting.The LOA can be released to the CFLI only if all the members agree that all the documents are acceptable for LOA application.If one of them reject,the project will be rejected to the client to revise.

Brief for EMC/EMI COC Authority and Scheme（出证机构和认证体系） SABS, South African Bureau of Standards (SABS, 南非标准局) Mandatory for all electronic and electric products imported to South Africa. (excluding Telecom and RF equipment because the need ICASA) （针对所有电子电器产品，除了已经申请了ICASA认证的RF和Telecom产品） Applicant: Local company or oversea company could be CoC holder （申请方：没有强制要求） Local test: No required （当地测试：无） SABS Marking: No required （SABS 标识: 无强制要求）

Brief for ICASA (ICASA简介） Authority and Scheme 出证机构和认证体系 ICASA, INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA Radio Equipment type approval can be applied under ETSI standards reports to avoid local testing. RF产品可以用ETSI标准的测试报告去申请，不需要当地测试。 While for telecom equipment, only TE test report issued by ICASA accredited labs can be accepted for application. 对于电信产品，只有ICASA认可的实验室出具的TE报告，才能用于申请ICASA认证。

Brief for ICASA (ICASA简介） Applicant: Type approval certificates will only be issued to a “local South African registered company/concern”. 申请方：必须是南非当地公司 Local test is not required if valid and accepted EN or ETSI standard report. 如果能够出具有效的EN或者ETSI的测试报告，则不需要当地测试 ICASA Marking: Yes ICASA 标识: 有要求，并且需要申请授权
