Introduction As indicated by different economic indexes, such as GDP and total exports and imports, China has been maintaining a steady economic growth since reform and opening up. However, while China is able to make headway in economic development, it has also paid a heavy toll on the environment and people’s quality of life. For example, following the heavy fog and haze in Wuhan in June 2012, the Beijing Meteorological Bureau has also issued several warnings of haze and fog weather in early 2013, revealing that the situation is getting worse.

Introduction There are researches point out that air pollution is one of the causes of fog and haze. According to the data from National Meteorological Bureau, fog and haze occurs when the concentration of fine suspended particulates (PM2.5) achieves a certain level. PM2.5 contains a large amount of toxic and harmful substances which one harmful to human health. The occurrence of fog and haze is related to the over-development of the economy and the industries.

Introduction With reference to the data collected from some China’s major industrial regions, e.g. the Northern China, it is found that PM 2.5 has accounted for more than half of the weight of the suspended particles in air. In view of the above, how the Chinese government implements its environment protection policies as pledged in the Twelfth Five-Year Plan so as to achieve sustainable development is worthy of further enquiry.
