3 如何贏得標案? 挑選適合的標案 (focus and selective) 專注於有競爭力的項目 尋求分包以及與其他公司合作(JV)的機會
詳讀歐銀採購政策與規則手冊中”Annex 1 – Guidance to Tenderers” 回應招標公告(GPN)並建立該標案的相關知識 備標時勿自作聰明 (comply with the requirements!) 確認公司符合資格要求，否則可組成JV共同競標 確認回答標書中的所有問題並提供相關文件 盡早審核標書，如有問題或其他考量，以書面方式詢問招標單位，必要時副本給歐銀備查 03/01/2019
