2 ESCAP 聯合國亞洲及太平洋經濟社會委員會（U.N. Economic and Social Commission for Asia and the Pacific）簡稱亞 太經社會（ESCAP），為聯合國經濟社會理事會下屬的 區域委員會之一，總部位於泰國曼谷，其任務為「是通 過開展區域和亞太區域的合作和一體化」，是「聯合國 負責亞洲及太平洋地區經濟社會事務的一個區域性職能 部門」。 亞太經社會的最高決策機構是委員會，每年均定期舉行 部長級會議，由秘書處為日常辦事機構，而秘書處最高 官員為執行秘書，由聯合國秘書長任命 Source:

聯合國宣布為「亞洲及太平洋殘疾人十年」 (Asian and Pacific Decade of Persons with Disabilities) 第一個地區性的殘疾人十年，旨在幫助在世界上殘疾人口最多的地區促進殘疾人的人權 2006 聯合國通過《殘疾人權利公約》(Convention on the Rights of Persons with Disabilities) 八項原則包括尊重個人自主權、免歧視、社會包容、尊重差異，平等機會、無障礙、男女平等和尊重殘疾兒童權利 1960s 1980s 1990s 2000s 2010s 2020s

2017年5月9日 復委會無障礙事務工作小組 年度第一次會議_議程一 亞洲及太平洋殘疾人十年沿革 (4) 2011 世界銀行及世界衛生組織聯合發表 《世界殘疾報告》 (World disability report) 第一份全面介紹殘疾人的狀況、需求、障礙及影響的報告，並提出相應的建議 聯合國宣布將「亞洲及太平洋殘疾人十年」延長十年 1960s 1980s 1990s 2000s 2010s 2020s

8 Objectives of the Meeting
To undertake a midpoint review of the progress made, including gaps and challenges, in the implementation of the Asian and Pacific Decade of Persons with Disabilities, , and the Incheon Strategy to “Make the Right Real” for Persons with Disabilities in Asia and the Pacific; To discuss the future policy direction for building disability-inclusive societies in Asia and the Pacific, bearing in mind the synergies between the Incheon Strategy and the 2030 Agenda for Sustainable Development as well as the Convention on the Rights of Persons with Disabilities; To consider and adopt an outcome document to accelerate the implementation of the Incheon Strategy for the remainder of the Decade. The Meeting comprised two segments: (a) a senior officials segment, held from 27 to 29 November 2017; and (b) a ministerial segment, held on 30 November and 1 December 2017.

20 Joint Statement by Civil Society Organizations (CSO) to Accelerate the Implementation of the Incheon Strategy for the Second Five Years from 2018 to 2022

21 Achievements by and Constraints for CSO for the First Half of the Decade (2013-2017)
CSO representatives, have worked collaboratively, providing advice on, and monitoring each government’s implementation of the Incheon Strategy, promoting cooperation at the regional and sub-regional levels, and participating actively in the sessions of the Working Group for the successful implementation of the Incheon Strategy This experience has shown that for the Working Group to be effective, substantial commitment in both time and resources are required of civil society

22 Suggestions to Accelerate Implementation of the Incheon Strategy for the Second Half of the Decade ( ) CSO representatives shall strengthen continuity and consistency in their participation in the Working Group by enhancing the role of the participants who are encouraged to share the results of the sessions as widely as possible CSO representatives shall be more proactive and productive through their participation in the Working Group in carrying out the Incheon Strategy with and enhanced sense of responsibility CSO representatives, recognizing collective responsibility to contribute to the work of the Working Group, shall take turns in playing the role of a coordinator among the CSO members of the working group

23 Suggestions to UN ESCAP
e-Task Force provided by UN ESCAP for the Working Group Members need to be more effective and accessible to persons with all types of disabilities including persons with high support needs as well as women with disabilities It would be appreciated if UN ESCAP could also strengthen its consultation with CSO in sufficient advance and more substantively, especially when developing agenda items UN ESCAP is urged to include CSO representatives in High-Level Intergovernmental Meetings to ensure their active participation including through the presentation of their reports UN ESCAP is encouraged to reflect the results of the Midpoint Review including the views of civil society in the future process of selecting and pursuing two priority goals to be implemented every year for the second half of the decade, with a view to effective and equal implementation of the ten Goals of the Incheon Strategy

24 Suggestions to Government
The governments shall launch in their country the national coordination mechanism on disability which will function as an action planning and monitoring system. The mechanism shall include civil society participants in all activities regarding the second half of decade of the Incheon Strategy CSOs call on the governments of the Asia Pacific region to address communication and participation barriers, and renew their commitment to support the Working Group regarding the Incheon Strategy the governments shall be committed to eliminating barriers to civil society participation in the Working Group meetings including through providing financial support, as well as the full inclusion with sign language

25 Outcome of the Meeting Asia-Pacific region is the first in the world to adopt a regional framework to address the issues of disability-inclusive development Adopting the Beijing Declaration and Action Plan to accelerate the implementation of the Incheon Strategy The first declarations to be made in disability after the adoption of the 2030 Agenda Multi-stakeholder participation. Coming together of diverse stakeholders - governments, international organizations, civil society and private sector. Extraordinary participation of organizations of and for persons with disabilities, thereby keeping with their motto, “Nothing about us, without us”

26 Five Key Challenges Persons with disabilities (PwDs) in the region continue to face poverty, which is exacerbated by barriers to education and employment PwDs are underrepresented in political structures and decision-making processes More than half of the region’s PwDs being women their access to development opportunities are constrained The risk posed by disasters are magnified for PwDs PwDs in Asia and the Pacific are often unidentified and undercounted
