研究背景 Background: 澜沧江-湄公河环境合作 Lancang-Mekong Environmental Cooperation 绿色澜湄计划旗舰项目 Green Lancang-Mekong Initiative Flagship Project FHI 是由淡水健康指数是由保护国际基金会（CI）及其合作伙伴合作开发的决策支持工具，旨在帮助社会管理和保护淡水系统。该项目由澜湄中心、保护国际基金会与北京师范大学联合开展。

6 项目概述 Introduction of the Project
项目目标 Project Objectives: 通过应用淡水健康指数研究方法，首次评估当地淡水生态系统的健康程度，提升澜沧江-湄公河淡水生态系统管理能力，为流域水环境管理提供切实有效的决策支持。 The project is aimed to study local freshwater ecosystem health status using Freshwater Health Index methodology firstly, to discuss the form of improving the management capacity of Lancang-Mekong freshwater ecosystem management, and to supply support for feasible decision-making for water environment management in the basin.

Freshwater ecosystem of Lancang River in Xishuangbanna is generally healthy 西双版纳在天然地表覆盖率变化、涉水休闲业、管理与利益相关方参与等方面仍然存在着不足，需要进一步提升. Further improvements are needed in the aspects of land cover naturalness, recreation, governance and stakeholder engagement.

17 建议 Reccommendations 继续防治农业面源污染物排放；
control agricultural non-point source effluent 加强涉水休闲娱乐项目建设，将自然资本利用与经济发展有机结合； develop water-related recreational projects that combine natural capital and economic development 引进生态环境友好型经济作物，促进该地区农村经济的绿色化转型； eco-friendlier crops should be introduced to promote green transformation of local rural economy 加强淡水生态系统管理力度，做好水资源使用及保护规划，增强利益相关方参与度，整体推进当地淡水生态系统管理工作。 Freshwater ecosystem management should be strengthened and advanced by formulating appropriate water utilization and protection planning, improving water crisis emergency response, and enhancing stakeholder engagement
