4 随着国家经济实力的不断增强，海上作业人员的不断增加，使用船舶进行海上救助的单一手段，已经不能够满足，和服务于海洋经济发展的需求。
With the develop of China's economy and the increasing numbers of people working on the sea, the single maritime life rescue no longer meets the needs of safety.

5 1999年11月24日，“大舜”号客滚船遭遇大风沉没，船上282名旅客和船员遇难，救捞局全力实施救助，但由于船舶老旧，没能有效遏制特大海难事故的发生。
In November 24, 1999, Ro-Ro Ship"Dashun"suffered heavy winds and sank. 282 passengers and crew were killed.CRS worked hard, but failed to carry out the rescue.

6 经国务院批准，交通运输部于2001年3月5日，在上海成立了我国第一支直升机海上专业救助飞行队伍。
With the approval of the State Council, MOT established the first marine professional rescue flight team in Shanghai in March 5, 2001.

8 飞行员 Pilot 任务实施 现共有飞行员84名，其中民航检查员6人、海上搜救教员11人、海上搜救机长26人。
There are 84 pilots, 6 are CAAC inspectors, 11 are SAR trainning captains, 26 are SAR captains.

9 救生员 Crew 任务实施 现有56人，其中空勤员检查员4人、空勤员教员6人、绞车手32人、救生员24人。
There are 56 crews, 4 are CRS inspectors, 6 are SAR trainning instructor, 32 are SAR winching operators,24 are swimmers.

10 机务 Maintenance 任务实施 现有165名，其中机械电子师96人、机械电子员69人，Ⅱ类放行机械师39人，Ⅱ类放行电子师27人。
There are 165 maintenance technicians, including 96 engineers and 69 mechanics.39 with CAAC ME Maintenance Licecse and 27with CAAC AV Maintenance License.
