乌鲁木齐市城市交通发展 需要达到的目标: 大家都知道，如果仅仅是修路，只会使交通拥堵越来越严重；仅仅为小汽车修建越来越多的路，只会使交通瘫痪，经济受阻，环境恶化，生活质量大幅下降。 而今后城市是否具有竞争力，取决于是否能吸引来高素质和有创造力的专业人员，即城市自身的发展目标是提高城市的生活质量，这也是“以人为本”的最终目的。 因此，乌鲁木齐要采取一种新的革命性的模式------优先发展公共交通；以公共交通引导土地利用；充分协调多种交通方式与土地利用的关系，包括人行和非机动车交通；发展经济、环保、符合老百姓需要及具有乌鲁木齐特色的，具有可持续性的，且为所有人服务的公共交通方式。
