MoF should also support the further development of best practice in public expenditure management in the social assistance system and should consider which aspects of EU practice represent a ‘best fit’ in Chinese circumstance.

MoF (and local finance bureaus) should also work closely with MOCA (and local civil affairs bureaus) to ensure that IT developments include the need for financial management of the social assistance system and to avoid the development of unintegrated systems and/or systems which focus solely on claim processing.
