Purpose 目的 to ensure that bids are submitted only by firms that have the necessary qualifications in terms of 保证标书只由具备资格的公司呈交： Eligibility 合法性 Experience 相关经验与以往的业绩 Financial Capacity 财务能力 Pending Litigation 未决的法律诉讼 to undertake the work for which bids are to be invited. 来承担该项工程

For contracts where prequalification is not required, information on bidders’ qualifications can be submitted together with the bids 用于不要求资格预审的合同，资格审查的资料可以与标书同时呈交 The information on qualifications will be assessed during bid evaluation 资格审查的资料将在评标过程中进行审查 For contracts where prequalification is not required, or in order to reduce the lead time for procurement of simple and unsophisticated civil works and turnkey contracts, ADB recommends postqualification by applying ADB’s Single-Stage: Two-Envelope bidding procedure during which bidders will be required to submit the information pertaining to their qualification together with their Technical Proposal.
