Introduction As Hong Kong’s economy continues to develop and get more and more diversified, we may not have enough locally-bred professionals and skilled labour to meet the growing demand for talents. According to the data collected by the Government, the number of private sector vacancies rose by 10% in a year to 77,900 in June More prominent increases were seen in construction sites, information and communications, transportation, storage, postal and courier services and retail. It is said that importing talents from outside is a direct and effective way to supplementing workforce, which also helps build up our stock of human capital. On the other hand, some people argue that importing talents from outside may affect the interests of local workers and exert pressure on housing, medical services and so on. While formulating the population policy, it is important to devise a policy which could fill the labour shortage without jeopardizing the interests of local workers.
