互联互通 国际化合作 提升 R&D 质量 优势竞争，重点领域突破 One example for market admittance, BT requires that all its 3G suppliers have to be active members of 3GPP and 3GPP2 to be eligible considered as one candidate in its vendor list. Contribute in international standards development, Build competitiveness and negotiation power over other main stream vendors by IPR cross licensing, well currently we are still at defensive stage that we pay more than we get. We are moving from an international company to a global player, building global brand is one of our strategy, e.x hosting international standards meetings is one way to increase global branding presence. It’s straightforward that we want our products interoperable with products from other vendors Standards will improve our R&D ability and quality Most operators come into standards making field to actively speak their requirements, and making standards became one way to collaborate with international operators to create partnerships in the market place. The partnership will bring benefits not only to vendors and carriers also to end users. Having said that, let’s look at the principles we follow in our standards work. No 1 is our standards work is driven by customer requirements, not from the air. We want to turn our customers requirements into standards and make products they wanted. To support the aforementioned principle, we combine our standards work with our product development, make sure products comply with international standards, also in order to protect our IPR, we integrate patents into our contributions if necessary. We also want to make sure not only are we willing to also we are capable of building partnerships with global telecom players to work together moving telecom market forward. We are relatively weak in standards making area, so currently we are concentrating on some key areas to build our future leadership. We recognize cooperation in the industry also we realize that competitions happen all the time to keep us healthy, so we are hoping that we can seek for win-win situation by putting these two elements together. 合作 同行竞合 Page 3

Market growth gained momentum by increasing our contribution level. Examples in tracking stage, digital TV, cell phone. In Defense stage, services and applications development, fixed network(softswitching) In Breakthrough stage, NGN:IPTN, IP QoS, WCDMA(5%) In Share stage, ASON, RACS over transport networks. Overall, it’s hard to say where we are since our products spread across all stages. our end goal is to move to the top of the pyramid. Maybe further. 跟踪 Page 4

6 参与国际标准组织概况 加入国际标准组织：加入了近100个国际标准组织，包括3GPP、IETF、ITU、OMA、IEEE、3GPP2、ETSI等，被选为OMA、WiMAX Forum、ATIS、IEEE等重要组织的Board member。 担任国际标准组织领导职位：目前现任国际标准组织职位100多个。 提交国际标准提案：累计提交国际标准提案15000多篇（截止2009年上半年）。 参与国际标准的人员：活跃在国际标准组织中的标准工程师达到300人左右。 Page 6

8 华为参与CCSA工作情况 作为CCSA理事单位，华为公司一直积极支持协会工作，全面参与CCSA的各项工作 参加理事会 参加专家咨询委员会
参加各TC/WG的标准制修订工作，担任3个WG组长，9个WG副组长 参加协会外事工作会议，积极贡献力量 参加CCSA 3GPP，IETF协调组活动 Page 8

9 华为参与CCSA工作情况（续） 响应CCSA“标准质量年”的号召，将“提高标准质量”作为09年的重点工作
日常工作中注意宣传协会的各项制度及管理规定，如今年发布的《关于进一步加强标准质量工作的意见 》、《加强标准制修订工作质量管理办法 》等 内部加强项目管理的督促，要求各项目尽量按计划完成； 邀请CCSA专家，组织标准编写培训，要求参与标准编写的人员必须参加，以提高标准编写质量，09年共有70多人参加培训，并通过考试，累计共组织三次专门的培训，有近300人参加了培训并通过考试。 Page 9

10 华为参与CCSA工作取得的成绩 累计参与近900项协会组织的国标、行标的制修订工作（截止2009年上半年）；
积极参与协会组织的各项活动，如科学技术奖的评选，华为公司作为第一完成单位的标准项目共获得1个一等奖，4个二等奖，2个三等奖； 在CCSA，ITU国内对口组的指导下向ITU提交文稿，累计向ITU提交文稿超过1400篇（截止2009年上半年),影响力得以提高； 在CCSA的支持下，我们在3GPP,ITU等标准组织获得了一些重要职位，如3GPP CT副主席，ITU-T SG11主席，ITU-T SG16副主席等。 Page 10

11 标准工作体会 华为公司之所以在标准化工作方面能有这样的成绩，与工信部、国际委、CCSA的指导和帮助是分不开的,这是我们贯彻工信部的正确方针，努力提高投入的结果 ； 认真参与国际标准主流与热点技术领域的技术研讨，加强标准工作的基础研究和加大标准前期研究力度，加强人才的培养 ； 加强国内合作，只有和CCSA的广大会员协同一致，共同努力，我们的工作才能做得更好，在此也感谢协会的各会员单位一直以来对华为公司的支持与帮助。 Page 11

12 后续标准工作思路 继续坚持工信部、国标委及CCSA的领导，通过积极参与标准，及时了解业界转型动态、准确把握客户的需求；
继续加大标准研制力度，积极参与或主导国际标准、国家标准和行业标准的制定； 继续做好公司内部标准管理工作； 继续积极推动和支持CCSA国际化，有效协助CCSA与其他国际标准组织间的沟通； 继续保持对CCSA的投入，也希望得到CCSA一如既往的支持。 Page 12
