Development of the Communication Industry in China 自2003年11月第三届CJK会议闭幕以来，中国的通信又取得了长足发展。 Since the 3th CJK IT Standards Meeting in November, 2003, communication industry in China has acquired quite great achievements. 从2003年11月到2004年5月，中国固定电话用户增长了11.8%，达到2.9亿户，移动电话增长了14%，达到3亿户，互联网用户增长了6.4%,达到 5366.6万户。 During the period from November,2003 to May,2004, The number of fixed-line users had increased by 11.8%, and reached 290 million. The number of mobile users had increased by 14% ,and reached 300 million. That of Internet users had increased by 6.4% , and reached 53.66 million.

Development of CCSA 发展壮大会员队伍； More members were absorbed. 成立咨询委员会； Advisory Committee was established 建立协会的各项规章制度； Several bylaws and regulations were established 信产部下达协会96项行标计划，颁布了66项行业标准； MII had assigned 96 communication industry standards to CCSA. 66 communication industry standards had been issued. 提交ITU文稿164篇，其他文稿70篇； 164 contributions had been submitted to ITU, and 70 to other Partnerships 开展了一系列国际交流活动； A series of international exchange activities had been launched. 启动了标准体系研究、IPR政策研究等。 Studies on standards system and IPR policy had been started.

CCSA Members 到2004年5月31日，包括：中国电信、中国移动、中国网通、中国联通等大型通信运营企业，电信研究院、武汉院、设计院、北京邮电大学等在内的科研、设计、大学等，大唐、中兴、华为、中国普天等大型国内通信设备开发制造单位在内的会员160多个。 Up to May 31, 2004, CCSA has accepted over 160 members covering network operators such as China Telecom, China Mobile, China Netcom, China Unicom etc. and R&D institutes, design institutes and university such as China Academy of Telecommunications research, Wuhan Research Institute of Posts & Telecommunications, China Information Technology Designing & Consulting Institute, Beijing University of Posts and Telecommunications etc. and manufacturers such as Datang Telecom, ZTE, Huawei Technology, China PUTIAN etc. 对中小企业参加协会，给予一定的优惠政策。 CCSA will offer certain preferential policies to small and medium-sized enterprises.

Standards Studies 协会根据市场和技术的需要，结合中国电信网络建设和业务发展，以及设备开发、进网测试等，开展了网络的互联互通、3G、软交换、IPv6、MPLS、CWDM、 EPON、ASON等； According to the needs of market and technologies, matching the construction of the telecommunication network, the development of services, and equipment development and testing in network, CCSA had launched the studies on interconnection and interworking of network, 3G, soft-switching, IPv6, MPLS, CWDM, EPON, ASON etc. 信息产业部下达协会行业标准研究计划96项，颁布行业标准66项。 MII had assigned 96 communication industry standards to CCSA. 66 communication industry standards had been issued.

Communications Network 在完成了综合交换机、软交换设备、为IP用户提供智能网业务等标准的基础上，继续开展： On the basis of the accomplishment of the standards on integrated switch, soft-switching equipments, provision of intelligent network service to IP users, CCSA will continue to develop: ISDN信令与IP互通用户适配层(IUA)技术规范； ISDN signalling and IP interworking user adaptation layer (IUA) technical specification; 接入网与IP互通用户适配层(V5UA)技术要求； Access network and IP interworking user adaptation layer (V5UA) technical requirement; 固定网增强短消息（EMS）业务技术要求等。 Enhanced shot message （EMS）service in fixed network technical requirement etc. 关于NGN的以及ENUM的标准予研工作已经启动，并已经取得了一定的进展。 The pre-study on standards of NGN and ENUM had been started and had made certain progress.

Wireless Communication 在完成了GPRS、CDMA、 3G技术实验等系统、设备、接口技术要求和测试规范后，继续： On the basis of the accomplishment of the standards on system, equipment and interface on GPRS、CDMA、 3G technical testing, CCSA will continue to develop: 研究完善3G的全部系列标准； And consummate 3G series standards; 800MHz CDMA智能网各类业务和接口技术要求和测试方法； 800MHz CDMA intelligent network services and interfaces technical requirement and testing method; 900/1800MHz TDMA各类业务和接口技术要求和测试方法； 900/1800MHz TDMA intelligent network services and interfaces technical requirement and testing method; 新成立了B3G工作组，开展B3G予研工作。 A new B3G working group was established to conduct pre-studies on B3G.

Access Network 在完成了接入网的ADSL、IDLC、HFC、PON 、A－PON 等接入技术的研究后，继续开展： On the basis of the accomplishment of the standards on ADSL, IDLC, HFC, PON , A－PON, CCSA will continue to develop: 接入网技术要求——基于以太网方式的无源光网络（EPON）等研究。 Access network technical requirement – Ethernet-based EPON etc.

Transport Network 在完成WDM的标准后，继续开展： On the basis of the accomplishment of the standards on WDM, CCSA will continue to develop: 粗波分复用（CWDM）器件技术要求及测试方法； CWDM devices technical requirement and testing method; 城市光传送网波分复用(WDM)环网技术要求； Metropolitan optical transport network WDM ring network technical requirement; 自动交换光网络（ASON）网络结构及功能要求； Automatic switching optical network （ASON）structure and function requirement; 城市光传送网波分复用(WDM)环网测试方法； Metropolitan optical transport network WDM ring network testing method; 城市光传送网弹性分组环（RPR）技术要求等。 Metropolitan optical transport network RPR technical requirement etc.

IP and Multimedia 在完成了IP电话/传真业务、IP电话业务的编号、媒体网关、路由器设备、设备互通、网络接入服务器（NAS）技术规范和测试方法，以及电子商务协议等标准后，继续开展： On the basis of the accomplishment of the standards on IP telephony/facsimile service, numbering of IP telephony service, media gateway, router equipment, equipment interworking, network access server （NAS）technical specification and testing method, as well as e-commerce protocols, CCSA will continue to develop: IP组播业务、IP虚拟专用网（VPN）业务技术要求； IP multicast service, IP virtual private network (VPN) service technical requirement; 多协议标记交换（MPLS）总体技术要求； Multi-protocol labeling switching (MPLS) general technical requirement; IP存储网络的交换设备技术要求等。 Switching equipment of IP memory network technical requirement etc.

IPv6 中国IPv6标准化工作已经启动; 部分行业标准正在研究进行之中，包括： The standardization work on IPv6 had been started. Some of the communication industry standards are under study, including: IPv6网络总体要求； IPv6 general network requirement; IPv6基本协议； IPv6 basic protocol; 支持IPv6的路由协议技术要求和一致性测试方法； Routing protocol supporting IPv6 technical requirement and conformence testing method; 移动IPv6； Mobile IPv6; IPv4网络与IPv6网络互通与过渡的技术要求等。 Interworking and transition between IPv4 network and IPv6 network technical requirement etc.

Network Management 在完成了传送网、接入网等的网络管理标准后，继续开展： On the basis of the accomplishment of the standards on transport and access network management , CCSA will continue to develop: 800MHz CDMA数字蜂窝移动通信网网络管理接口技术要求 ，包括：NMC-OMC智能网网管接口、短信设备网管接口等； 800MHz CDMA digital cellular mobile communication network management interface technical requirement, including NMC-OMC intelligent network management interface, short message equipment network management interface etc.; 基于以太网方式的无源光网络（EPON）网络管理接口技术要求等。 Ethernet-based passive optical network(EPON) network management interface technical requirement etc.

Network and Information Security 技术工作委员会成立后，主要开展： After the establishment, the committee will mainly develop: 高、中、低端路由器安全技术要求； High, medium and low router security technical requirement; 软交换网络安全技术要求； Soft-switching network security technical requirement; 其他网络和信息设备安全技术要求等。 Other network and information equipment security technical requirement etc.

CCSA’s Publications 《通信技术与标准》半月刊，已经出版了22期，主要是知名专家对当前的技术与标准的热点进行研究和探讨； “Communication Technology and Standards” semimonthly, has already published 22 issues. Through this periodical, famous experts carry on research and discussion on current hot technologies and standards. 《信息简报》每月一期，对协会的标准化活动进行报导和反映，引起会员和有关部门重视。 “Information Briefing” monthly, carries on the reports and reflections to the standardization activities of CCSA , so as to cause members and related departments to pay attention to.

Web Site WWW.CCSA.ORG.CN 中英文版，对标准化的政策、行业要闻、协会的标准化活动进行宣传、技术热点报道等 ； Chinese and English edition, to propagandize the standardization policy, industry news, standardization activities of CCSA, and to report hot technologies etc. 与会员进行联系，网上下载资料，会议报名登记，开展网上讨论等； To carry on connection with members, material download, meeting registration, discussion etc.; 所有会议全部使用电子文件，全部无线上网； Electronic material and wireless access were used in all the meetings; 在网站的英文版中建立“CJK”专栏，宣传CJK，建立CKJ的工作平台。 “CJK column” was established in the English edition of CCSA’s Web Site to propagandize CJK activities and to establish a working platform for CJK.

International Relationship(1) CCSA继续与国际和地区性标准化组织和论坛建立很好的合作关系。 CCSA will continue to establish friendly relationship with international and regional standards organizations and forums. 2003年举办了“WLAN技术运营应用专题研讨会”、“移动互联网标准化高峰研讨会”、 “ IP网络QoS专题研讨会”。 “Seminar on WLAN Technical Operation and Application”, “The Summit Technical Seminar on Mobile Internet Standards”, “Seminar on QoS of IP network”were held in 2003. 2003年11月举办了第三届“中、日、韩标准化信息交流会”和“NGN、B3G研讨会”。 “The 3rd CJK Meeting on Information and Telecommunication Standards” and “CJK Standards and technology workshop on B3G and NGN”were held in November, 2003.

International Relationship(2) 2004年4月协会理事长一行访问ETSI； The delegation of CCSA headed by Mr.Zhu, Chairman of the Council, visited ETSI in April, 2004; 2004年5月在北京召开了ITU-16组中间会议等。 “ITU-T SG16 WP2 Rapporteur Meeting” was held in May, 2004. 2004年11月在香港作为支持单位，将参加“3G 世界峰会暨展览会 ” CCSA will attend the “3G World Congress&Exhibition in Hong Kong in November, 2004 as a supporting organization. 由于有些程序没有完成，没有参加第九届GSC大会。 CCSA did not succeed in attending the GSC-9 meeting for there are still some procedures that have not been accomplished.

Planning for the Future(1) CCSA作为中介组织，支撑政府在中国电信业“由大变强”的过程中，积极作好标准的研究工作，起到应有的作用。 As a agency, CCSA will continuously conduct studies on communications Standards to play a active role in supporting the government pursuing the policy of “From Large to Strength”. 进一步调动会员的积极性，发挥产、学、研、用的合力，在核心技术上加强创新。力争在NGN、光网络、宽带接入技术、超3G、网络和信息安全等方面的研究有所突破。 CCSA will further arouse the enthusiasm of members, giving play to resultant of forces of the manufactures, universities, institutes and operating companies to stimulate innovation on key technologies. Trying to make a break-through to some extent on the research in such respects as NGN , optical network, broadband access technology, B3G, network and information security etc.

Planning for the Future(2) 进一步加强中日韩在技术委员会层面的合作，在B3G项目组取得经验的基础上，在NGN方面开展一些专题合作研究等； CCSA will further strengthen CJK cooperation in the committee level, and conduct some cooperative studies on NGN on the basis of the experience of B3G project; 在参与ITU的活动中、发挥中日韩的作用； Giving play to CJK in ITU activities. 要继续加强与其他国际和地区性标准组织的合作和交流。 CCSA will continue to strengthen the cooperation and exchange with other international and regional standard organizations.
