1、评价体系的研究与建立 Establishment of Evaluation System

评价体系的建立--原因? Establishment of Evaluation System-Why? 选用类似CAFE的方法限制汽车燃油经济性?(restrain the auto fuel economy by the method of CAFE?) 选用类似日本的方法来限制汽车燃油经济性?(restrain the auto fuel economy by the method like Japanese measure?) 采用完全不同的新方法?(use entirely different new method?)

评价体系的建立--欧、美、日的基本情况 Establishment of Evaluation System-The situation in Europe, American and Japan 欧洲(Europe):采用较高的燃油价格,公开汽车燃油耗;但最近也开始考虑采用公司平均法来限制CO2和油耗。(Higher fuel price, publishing vehicle fuel consumption rate to guide vehicle purchase. Recently, consider to restrain fuel consumption together with CO2 emission by means of company average value. ) 美国(American):公司平均油耗法。(Corporate Average Fuel Economy(CAFE) ) 日本(Japan):将乘用车按重量分为8类,分别要求。(Passenger cars are take into eight categories according to vehicle weight, and the auto fuel economy of different category are restrained by different limit)

评价体系的建立(1)-CAFE的优点和问题 Establishment of Evaluation System(1) -Advantages and question 可以从总体上控制汽车的燃油消耗。(may restrain the auto fuel consumption in total) 不对具体车型提出要求,有利于汽车企业的产品调整;(Do not limit on individual auto type. Benefit the adjustment of production in the manufactories) 是否有利于中国汽车向大集团化的发展?(Be helpful to the development of Chinese auto industry to large scale?) 问题:中国汽车企业众多,各企业产品单一。( There are too many independent auto companies, and each of which always owns few types of auto in China)

评价体系的建立(2)-对汽车分类要求?(1) Establishment of Evaluation System(2)-Limitation for Each Individual Auto Category?(1) 适合当前中国的企业现状:企业众多、产品单一;(Fit the present situation of Chinese auto industry: There are too many manufactories which always own few types of auto) 不能从宏观上控制燃油消耗;(Can not restrain the fuel consumption in total.)

评价体系的建立(2)--按汽车重量分类?(2) Establishment of Evaluation System(2)-Categorizing Auto by Weight?(2) 为什么日本选择车重而不是发动机功率或排量作为汽车分类的依据?(Why does Japan choose weight of vehicle other than displacement volume or engine power as the categorizing specific?) 日本是如何决定类别划分值?(How does Japan determine the boundary values?) 是否对较重的汽车要求较严?(If the requirement for heavy auto is stricter than that of light auto?) 是否会影响企业对采用轻型材料的的积极性?If this will lead negative influence to the lightening effort of the auto?

评价体系的建立(2)--分类要求问题的解决 评价体系的建立(2)--分类要求问题的解决?(3) Establishment of Evaluation System(2)-Answer to the question of Limitation for Each Auto Category(3) 通过大量数据的统计分析,努力使分类油耗限值合理;(Make the fuel consumption limits reasonable through statistic of large amount of data concerned with fuel consumption) 为了抑制高油耗车辆的增长,从而在一定程度上弥补这种方法对总体油耗控制的不足,可以严格对高油耗汽车的限值要求;(For compensation of the disadvantage of not restraining in total at some extent and restrain the increase of high-FE auto, we can give the stricter limit for these auto.) 也可以通过提高高油耗车辆税率达到以上目的。(The goal may be reached by high-tax for high-fuel consumption cars)

评价体系的建立(3)--方案确定 Establishment of Evaluation System-Determination of Strategy 了解研究国外的方法和经验;(learn the measures and experience abroad) 收集数据:CATARC在排放试验时的油耗数据、中国汽车工业年鉴、企业申报数据;(collect data: the fuel consumption data that have been received in the emission test at CATARC, China Auto Manual, declare data from manufacturers) 分析以上数据,发现油耗与哪些汽车参数的相关性最大,明确分类指标,及划分值(analyze and find the best relativity between fuel consumption and auto specifics with these data, and then define the specific of categorizing and boundary limits) 同时分析公司平均油耗(analysis of Corporate Average Fuel Consumption at same time) 提出方案,与汽车行业讨论,给出评价体系框架。(Give the strategy of evaluation system, discuss it within auto industry,give the frame work of evaluation system.)

技术成本效益分析-原因 Technology Cost-Effectiveness Analysis:reason 预测中国汽车在未来可能采取的技术措施,以及对燃油经济性的改善。(predict the possible adopted technologies by the auto industry in the future, and the improvement for FE) 其结果将影响汽车燃油消耗率限值国家标准的制定。(the result will effect the setting up of national standard concerning auto fuel consumption limits) 其研究结果有利于汽车厂家先进技术的选择。(the result benefit the chose of the advanced technologies for manufactory)

技术成本效益分析-主要工作 Technology Cost-Effectiveness Analysis:main task 调查中国汽车现在的技术水平以及未来可能采用的技术预测(Survey the current technical situation of Chinese auto industry and the prediction of advanced technologies that would be adopted in future). 研究提高汽车能源效率的各项技术措施(study the every technology used for the improvement of EF) 分析其效果和成本.(cost-effectiveness analysis) 预测中国汽车在未来可能采取的技术措施,以及对燃油经济性的改善.(predict the technologies adopted likely in the future and then the improvement of the FE) 提出可能的技术组合方案(give the possible combination of those technologies)
