Steps in publishing a paper-论文出版 Author submits paper to Editor-直接向主编投稿 Editor decides whether generally suitable for publication or not 主编大体看内容是否适合发表 If so, the Editor e-mails the paper to two referees, one of which is usually an Editorial Board member.
