1. 新常态下经济发展面临新的形势和新的挑战 Under the new normal, China’s economic development faces a new situation and challenge 新常态下面临发展后劲不足，落入“中等收入陷阱” 的风险，需要促进经济持续稳定增长。 China’s development lacks momentum under the new normal, and has a risk to fall into the “middle-income trap,” thus it need facilitate sustainable and stable economic growth. 当前粗放扩张的发展方式带来日趋强化的资源环境制约，以资源环境为代价的高碳发展方式已难以为继。 Current development of extensive expansion leads to increasingly intensive resource and environment restraints. The high carbon development at the expense of resource and environment is unsustainable. 转变发展方式，以创新驱动，绿色发展，全面统筹经济增长与资源环境协调双赢。 Changing the pattern of development and comprehensively coordinating economic growth and resource and environment protection by innovation drive and green development to achieve a win-win situation.

2. 新常态下可持续发展需要以生态文明建设为指引，需要新的思路和新的举措 Under the new normal, sustainable development needs the guidance of ecological civilization construction and requires new thinking and measures “五中全会”强调生态文明建设，促进人与自然的和谐发展，实现绿色发展、循环发展、低碳发展，是新常态下经济发展方式转型的重要指导思想。 “Fifth Plenary Conference” emphasizes ecological civilization construction. Promoting the harmonious development between man and nature, and achieving green, circular, and low-carbon development constitute the important guiding ideology of the transition of economic development pattern under the new normal. 经济发展方式要由不断扩大投资、增加中低端制造业产品出口的资源依赖型、粗放扩张的高碳发展方式，转向创新驱动型、内涵提高的绿色低碳发展路径。 Instead of the resource-dependent and high-carbon development pattern of extensive expansion supported by expanding investment and increasing low-end manufactured exports, economic development mode need transform into a green and low-carbon path of innovation driven and interior growth. 发展方式的转变需要以技术创新和体制机制创新为支撑，发展新的经济增长点，促进产业结构调整和产业技术升级，提质增效。 Transformation of development mode need to be supported by technological innovation and institutional innovation, develop new sources of economic growth, promote industrial restructuring and industrial technology upgrading, and improve quality and efficiency.

3. 新常态下新的发展思路和战略需要前瞻性研究和部署 Under the new normal, the new development thinking and strategy require forward-looking research and deployment 克服增长方式和产业特征的发展“惯性”和锁定效应。 Overcome the "inertia” and locked-in effects of industrial develoment. 传统产业转型升级的困难和出路 Difficulties and countermeasures of traditional industrial transition and upgrading 新兴产业和新经济增长点的培育和起步的时间与“惯性” Cultivation of new industries and new economic growth points and the start time and “inertia” 发展观和政绩观的转变 Transformation of development concept and achievement view. 经济发展方式转型需要全面统筹GDP增长、改善民生、社会稳定、节约资源、保护环境等多方面目标，需要综合部署。 Transformation of economic development mode requires a comprehensive coordination of various goals including GDP growth, people's livelihood improvement, social stability, resource conservation, and environment protection, calling for an overall deployment.

4. 新常态下新的战略思路的设计和政策保障措施需要智库研究的支持 Under the new normal, strategic thinking design and policy guarantee measures need the support of research of a think tank 面对复杂形势和多方面矛盾的交叉，是经济社会快速发展中出现的问题，也需要在发展中统筹解决。 The crossing connection of complex and multifaceted contradictions arises in rapid economic and social development, and needs to be coordinated and settled during the process of development. 不同地区、部门、社会阶层的不同视角、不同利益取向，对政策和措施选择必然存在分歧。 Different regions, sectors, and social classes have different perspectives and interest orientations, and choose policies and measures differently. 需要有新型智库的综合研究提供有科学论证依据的决策支持 Requires comprehensive study of a new think tank to provide decision support based on scientific verification.

5. 新常态下需推进决策科学化和民主化，需要加强智库建设 (1) Under the new normal, China need advance scientific and democratic decision-making, and strengthen think tank construction (1) 智库使命与一般科研有很大区别。 The mission of a think tank is distinct from general scientific research. 科学研究：以学术为导向，以发现与发明为目标，探索规律，创造新知。 Scientific research: Academic-oriented, aiming at discoveries and inventions, exploring rules and creating new knowledge. 智库研究：以解决问题为导向，以“资政启民”为目标，公共政策咨询，引导社会舆论。 Think tank research: Problem-solving-oriented, aiming at serving the government and inspiring the people, providing public policy advice and guiding public opinion. 智库建设要有明确的目标和清晰的思路。 Think tank construction demands clear objectives and clear thinking. 智库要多元化：政府背景、科研机构和大学；民间智库。 Diversity of a think tank: Government, research institutions and universities; folk think-tanks.

5. 新常态下需推进决策科学化和民主化，需要加强智库建设 (2) Under the new normal, China need advance scientific and democratic decision-making, and strengthen think tank construction (2) 智库要以前瞻性战略性视野，提供有科学论证依据和科学含量的政策咨询报告，要有指导意义和可供选择的有操作性的建议。 With a forward-looking strategic vision, a think tank should provide policy advice reports with guidance and alternative, operable suggestions based on scientific verification. 智库要在相应领域有高水平的、跨学科的优秀团队，有长期积累的研究基础、模型工具和支撑平台（如模型体系和数据库等）以及与政府和学术界的关系网络。 A think tank should have high-level and interdisciplinary teams in cooresponding areas, and long-term accumulated research foundations, modeling tools and support platforms (eg., model systems and databases, etc.), as well as relation networks with governments and the academia. 智库要打造自身的权威性和公信力。 A think tank need build its authority and credibility.

6. 国合会要进一步发挥国内外环境与可持续发展领域智库间交流合作的平台作用 The CCICED should further serve the domestic and international intellectual exchange and cooperation on environment and sustainable development 以创新驱动、绿色发展跨越“中等收入陷阱”，既需要对国情的全面分析和政策设计，也需要国际化视野和对全球发展趋势的把握。 It requires not only comprehensive analysis of national conditons and the cooresponding policy design, but also an international vision and a grasp of the global development trend to surmount the “middle-income trap” with innovation-driven and green development. 中国智库建设要增强国际视野，以全球视野研究中国问题，以中国视角研究全球问题。顺应世界潮流，积极参与国际制度建设。 China’s think tank construction should enhance the international vision. It should study Chinese issues with a global perspective, and global issues with Chinese perspectives. Conform to the global trend, and actively participate in the international system construction. 国合会具备联结国内外主要智库，打造就生态文明和绿色低碳发展开展交流合作的平台，进一步在“资政启民”方面发挥重要作用。 The CCICED can connect major domestic and international think tanks, build a platform of communication and cooperation for ecological civilization and green and low-carbon development, and further play an important role in “serving the government and inspiring the people.”
