In picture one, the whole toy would be stuck on the rod, and the body of the woodpecker toy would be at the lowest point relatively to the sleeve. In picture two, the whole toy starts to fall and the body of the woodpecker start to rotate upward. U = potential energy of the body plus the elastic potential energy of the spring.

This time, the whole toy would fall down a longer distance because the acceleration and the velocity are now in the same direction.
