2 我今天讲的课题,是“推广及实践优良传统价值 观及良好工作准则”(附加“让生命100分的小真 理”) The topic of my talk today is "Promoting and Practising Universal Values and Good Work Ethics“ (with supplement “A Small Truth to Make Life 100%) 2

3 马来西亚中华总商会国际贸易及工业组已出版及 分发了4版的优良传统价值观及良好工作准则手册。 We have the 4th (refined) Edition of the Universal Values and Good Work Ethics Handbook published & distributed by the International Trade & Industry (ITI) Working Committee of the Associated Chinese Chambers of Commerce & Industry of Malaysia (ACCCIM). 3

4 我本人担任总商会总秘书一职20年直至2008年, 同时也是总商会国际贸易及工业组主任。 I was ACCCIM Secretary General until 2008 after 20 years, as well as Chairman of the ITI Working Committee of ACCCIM. 4

5 马来西亚中华总商会是国内各州中华总商会的 联合总机构,拥有超过10万名直接及间接会员, 其中超过96%为中小企业。(根据马来西亚中 小企业机构之定义) ACCCIM is the National body of all the state Chinese Chambers of Commerce & Industry in Malaysia, having direct & indirect members of over 100,000 of which over 96% belong to the small and medium size enterprises category. (by SME Corp definition) 5

6 除了出版手册,总商会自2009年起,也通过印制 桌历及笔记本,以彩色卡通方式推广优良传统价 值观及良好工作准则。 In addition to the Universal Values and Good Work Ethics Handbook (UV+GWE), we also publish & distribute the UV+GWE in a table calendar format & a notebook planner format with illustrated caricatures in 'colour’ to promote the message since 2009. 6

7 我们目前正在提升及改善有关手册第5版的内容 及设计,并宣传明年的桌历。 We are now in the process of upgrading and refining the UV+GWE Handbook and table calendar design for the 5th edition for next year. 7

8 事实上,推广优良传统文化及良好工作准则的想 法,是在10年前马来西亚厂商公会中小型工业组 举办的脑力激荡中提起的。 Actually, the idea of promoting Universal Values and Good Work Ethics among SMEs originated from a Federation of Malaysian Manufacturers (FMM) Brainstorming Session by the Small & Medium Industries (SMI) Working Committees some 10 years ago. 8

9 该项脑力激荡举办的目的,是探讨中小企业如何 克服所面对的局限,以达致高品质及高生产力。 The Brainstorming Session was held to see how SMEs overcome the many constraints they face and have to achieve a higher level of Quality and Productivity. 9

10 要实现2020年宏愿的目标,我们的国家需要具 竞争力的制造业及服务业持续的发展。这都需 要由强大的中小企业支持,它们必须在品质、 价格、递交货物、创意设计及行销、售后服务 等具国际竞争力。 In the hierarchy of needs to achieve the target of vision 2020, the country needs sustainable development of competitive manufacturing & service industries. These in turn need to be supported by a strong base of SMEs, globally competitive in quality, price, delivery, innovative design & marketing, after sales service etc. 10

11 这些中小企业,只有在政府才能打造的亲商的环境 下,才能发展及成长。否则,将一事无成。 These SMEs can only develop & grow from a Business Friendly Environment, which is the prerogative of the government, otherwise nothing much will happen. 11

12 从私人界的角度,通过教育与技术培训持续提升 人力资源、购买及创意善用新科技、新产品及新 流程,应该得到最优先的考量。 On the private sector side, the development of the Human Resource, through education & skills training & constantly upgrading, acquisition and innovative utilisation of new technology, products, processes should receive ultimate priority. 12

13 最终,所有方案、计划及行动成功与否,胥视公 共及私人领域从上至下,是否拥有积极投入的人 为因素。 Finally, the success for all of the above programmes, plans, activities rest on the positive commitment of the Human Factor, both in the private & public sector from top to bottom. 因此,产生了将优良传统价值观及良好工作准则 推广至各界并鼓励他们实践的想法。 Hence, the idea of promoting & practising universal values & good work ethics among all role players comes up. 13

14 总商会随后跟进此想法,并将之印刷成册,以广泛 分发,除了中小企业外,也分发予公众人士,提醒 大家拥有崇高价值观及良好态度,对达致成功的重 要。 The ACCCIM followed up on this idea & put it into print for wider circulation so that more and more people besides SMEs become aware if the importance of having noble values and positive attitudes to achieve success. 14

16 这些年来,我们观察到一些态度亲和、好学、认 真及乐于助人的员工,被细心及不断进步的老板 提升其职位或薪酬。 Over the years we have observed that employees who are affable, eager to learn, conscientious & helpful soon find themselves being promoted or offered a higher paid job by observant and progressive bosses. 这些人当中,有一些最终成为自雇人士并取得更 高的成就。 Eventually, many became self employed and attained greater heights of achievement. 16

17 据我在总商会及马来西亚厂商公会的多年经验, 我发现成功的中小企业,是那些勤奋、友善、 积极、创新、诚实、态度正面及有恒心的(即 奉行优良传统价值及良好工作准则)。 From my years of experience in the Chambers of Commerce & FMM, I notice that successful SMEs are those who are hardworking, friendly, proactive & innovative, honest, positive & persevering (i.e. practising UV+GWE). 17

18 尽管很多中小企业家并没有受到高深教育,但 这些特点形成了他们成功的基础。 These traits form the foundation for success, even though many SME operators themselves do not go through tertiary education. 18

19 拥有上述所提的品行的优良员工和执行人员, 以及商家,即是奉行优良传统价值观及良好工 作准则。通过这些在公共领域及私人界的努力, 能为这个社会奉献,并继而为国家取得正面的 发展。 The common thread among the good employees & executives and those in business as enumerated above are what we would describe as possessing universal values & good work ethics. Collectively these people in both the private and public sector will contribute to society's well being, & by extension to positive national development. 19

20 尽管这本手册以中小企业为目标,但我由衷相信, 这些价值观及准则,适用于我们社会的各个领域、 团体、商会、公务员、学术界、公司、家庭及个 人,包括在场的我们。 Although this Universal Values and Good Work Ethics Handbook is targeted at SMEs, I sincerely believe that the values & ethics are equally applicable to other sectors of our community, to associations, various organisations, the civil service, academics, corporations, to the family & individuals such as ourselves here. 20

21 假如我们回顾本身的行业团体、非政府组织, 包括政府部门,我们会发现许多由领导人发起 的许多实例,以推行崇高的愿景、任务、政策 及计划。 If we look at past cases in our trade and industry associations, NGOs, including government agencies, we can recall numerous instances of noble visions, missions, policies, plans, being launched by leaders. 21

22 但是,在执行这些政策及计划时,会有许多难题: 资金不足、设备不足、熟练员工不足等等。只有 极少数计划取得成功。结果愿景仍然只是愿景, 计划继续未能完成。 But when it comes down to implementation of the policies & plans, many problems crop up: not enough money, not enough equipment, not enough skilled manpower etc. There are very few cases of success. The vision just remained a vision. The plan remain unfulfilled. 22

23 要成功完成一项计划,不仅需要良好的规划,还需 要一个勇敢的领导,一个坚定的团队支持,持续监 督及改进,以及将计划完成的毅力;我会补充,这 个团队必须奉行及实践优良传统价值及良好工作准 则。 For a project to be successfully completed, it needs not only proper planning, it needs courageous leadership backed by a committed team, monitored and improved, and the perseverance to see it through; and I may add, those in the team will posses and practise the Universal Values and Good Work Ethics. 23

24 根据我在商会、行团及非政府团体的经验,在计 划及执行活动时,常面对职员及中小企业的3C症 状 – 投诉、批评、埋怨。 In my experience with the Chambers of Commerce and trade organisations, NGOs in formulating and implementing activities, I also frequently encounter the 3C syndrome - Complain, Criticise, Condemn, among officers and SMEs. 24

25 这些态度,也许暂时舒缓了一个人沮丧的情绪, 但是如果没有采取任何实际及积极的补救方案, 所面对的问题不会就此解决,甚至会恶化。 These 3Cs may serve the temporary purpose of ventilating one's frustration; but if no practical and positive remedial action is taken, any problem encountered will not go away, it may even get worse. 因此,现在我主张3P – 积极、务实、解决方案。 So, I am now advocating the 3Ps, have instead a Positive, Practical, remedial Plan. 25

26 我必须承认,这并不是一件容易的事情,因为这 些都在考验着我们待人接物时的耐心与智慧
我必须承认,这并不是一件容易的事情,因为这 些都在考验着我们待人接物时的耐心与智慧! I must admit that this is not an easy thing to do as it tests our own patience and ingenuity in dealing with people! 如之前所述,任何计划的成功与否,将取决于人 为因素。 The human factor as mentioned earlier, that will determine the success or failure of any project. 26

27 在很多理事会及工作组,我遇到很多MINO (挂名会员) - 那些缺席会议,即使出席也不发表意见的人。但是 当要拍照,特别是与贵宾合照时,他们就会抢个位子。 In councils and committees, I meet up with a lot of MINOs (Members in Name only) - those who do not attend meetings, do not talk when they do. But they may jostle for a place to have a photograph taken especially with a VIP. 贡献时间、意见或金钱从来不是他们关心的议程。如 果有任何值得安慰的话,那就是这个情形几乎在任何 团体都是显而易见的。 Contributing their time or ideas, or money is not on their agenda. If it is any consolation, this fact of life is evident in almost all organisations. 27

28 我也遇到口惠而实不至的人,他们以自己没时间、 没能力为由,只说不做。 I have also met up with TONAS, those who Talk Only, but No Action, saying they have no time, no talent. 不幸的是,我们的社会(尽管在马来西亚并不特殊) 有很多抱持3C症状的MINO和TONA。 Unfortunately, we have a lot of MINOs, TONA, people with the 3C syndrome in our society (though not peculiar to Malaysia) 28

29 然而更大的担忧,是这样的消极态度将渗透到其 他行业的公司或社区。这对我们自己及国家,都 没有好处,因为这将让我国的国际竞争力进一步 下滑。 Of bigger concern, however, is that such negative attitudes will permeate down to other sectors of the company or community. This will be of no benefit to ourselves & certainly not good for our country, which may slide down further the international competitive table. 29

30 这就是为什么马来西亚中华总商会尝试以印刷手册 的方式,在中小企业会员商家间分发,以阻止优良 价值观及工作准则的进一步沦丧。 That is why we in ACCCIM is trying in our little way to prevent the further erosion of good values & work ethics by publishing this Handbook on Promoting & Practising Universal Values & Good Work Ethics and distribute among our SME members. 30

31 在马来西亚厂商公会、中小企业机构、WIT学院、 马来西亚工程院、马来西亚中华总商会、马来西 亚机械厂商公会的讲座中,我们不断尝试说服有 关负责人,在不同的培训课程的开幕词或闭幕词 中,注入优良传统价值观及良好工作准则的因素, 进一步补充参加者的技能。 In talks to the FMM & at SME Corp, W.I.T, I.E.M, ACCCIM, FOMFEIA, we try to persuade officers to inject into opening or closing remarks of their many training courses with something on practising Universal Values & Good Work Ethics to the course participants to complement their skills. 31

32 希望通过我们本身的以身作则和毅力,这种行动 将带动其他人,掀起涟漪效应,因为我们国家的 经济发展,最终取决于我们作为一个团队,一起 工作的成效。 Hopefully through perseverance and by good examples ourselves, such action will have a ripple effect to others; because ultimately our country’s economic, development depends on us, working together productively as a team. 32

38 Every problem has a solution, only if we perhaps change our attitude.
To go to the top, to that 100%, what we really need to go further... a bit more... 38

It is OUR ATTITUDE towards Life and Work that makes OUR Life 100% ! ! ! 39

40 People with the Right Positive Attitude will make a more efficient organisation which will contribute towards a better society and a prosperous nation! 40

41 On the other hand, those with a Negative Attitude and blaming everybody else, will not only NOT solve the problems but will likely make it worse. 41
