中国的全部造纸纤维资源 63% of the origin is wastepaper – either imported or domestic. Another 23% has been local pulp – historically the majority of this has been vegetable fibers & agricultural residues which are pulped to create relatively poor quality paper. This leaves about 13% coming from imported pulp and 1% from imported pulpwood (showing up in green but you cannot see) Just a few notes about the implications of this imported wastepaper. The majority of this wastepaper is coming from the US and Europe. Chinese find it cheaper to re-pulp wastepaper than to use virgin fiber but this is not the case in, for example, the US where the industry finds it cheaper to use harvest new trees to make paper for even lower quality newspaper. So the Chinese started buying up all of our wastepaper, often making direct purchasing relationships with major grocery stores for used boxes. One of the wealthiest persons in China is a wastepaper magnate. This has driven up the global price for wastepaper, and effectively spurring the financing of wastepaper collection processes and depots across the US and Europe. I hear Americans now complaining that domestic wastepaper industry cannot develop in the US because the Chinese have driven the price of wastepaper so high – but that’s a function of willingness to pay and the relative cost of wastepaper versus virgin fiber in the US and in China. 原色牛皮纸 漂白化学浆 机械纸浆 其他 3

为什么认为漂白牛皮纸浆具有较高风险？ We are assuming that the pulp from Canada, US and Finland are coming from relatively well managed forests. Brazil and Chile are from plantations – which you can decide for yourself whether you would categorize these as “good wood” yourself. For our paper, we were the most concerned with the pulp coming from Indonesia and Russia. Indonesia has some mixed tropical hardwoods in that pulp – high risk. Russia is an interesting case. The Russian Far East is high-risk forest governance wise, but we also know that 70% of the Russian pulp coming into China is FSC certified. 69% comes from the Ilim Group which is now part of, or a partner of, International Paper and another 1% from a Russian operation – both of which have FSC certificates for all their Russian pulpwood forests. 加拿大 印度尼西亚 巴西 俄罗斯 美国 智利 芬兰 其他 7

为什么认为进口纸浆用木材具有较高风险？ Hardwood pulpwood. Interesting issue. Under normal circumstances, it is not economical to import pulpwood – it has high water content and is thus heavy and expensive to ship. Cannot compete against the integrated pulpmills of South America. China’s pulpwood imports appear to be specifically for the APP and APRIL pulpmills in China which were constructed without an adequate local wood supply. So they have to import to make up for overcapacity. Majority comes from Vietnam eucalyptus plantations.
