Today I am going to give an overview of the services to children and teens at Multnomah County Library in Portland, Oregon. Until recently, I was the Director of Collections and Technical Services at MCL and my presentation reflects this experience.

Multnomah County Library (MCL) This is a picture of the Central Library located in downtown Portland. It was built in 1925 and is loved by the community for its beautiful building and its services. Multnomah County Library is known across the U.S. as a leader in services to youth. It has won many awards for its programs. Public libraries across the county follow its lead.

It is the oldest public library in the American West. It is supported by local property taxes. It serves 750,000 residents of Multnomah County, 75% of the state’s population. It’s annual budget is approximately $52,000,000. There are 18 other branch libraries. The library has a staff of 511. Its spends $7.5 million of that on materials for the library collection.

Intellectual Freedom Follows a fundamental principle established and upheld by the American Library Association. The library collection contains all topics, all points of view and all reading levels The collection is organized so that everything is available to everyone The library actively defends individuals right to all information Intellectual freedom is a fundamental principle upheld by the American Library Association. The idea is that the library will make everything available and will not decide who can read what. Each person is responsible for choosing what they want to read or see. Parents are responsible to guide to their children to what they feel is appropriate, not the library. This extends even to the Internet. Library computers to do not have filtering software. All records of what people use, borrow or read online are vigorously confidential. The library does not keep borrowing history and will not share personal information (even with law enforcement, government official or media) unless there is a court mandate to do so.

MCL Strategic Priorities, 2012-1015 1. Provide outstanding customer service to all 2. Champion reading with services, learning opportunities and collection 3. Help community flourish through programs and services 4. Prepare young minds for success 5. Help immigrants succeed MCL has established 5 strategic priorities for 2012-2015. They are: 1. Provide outstanding customer service to all 2. Champion reading with services, learning opportunities and a great collection. 3. Help the community flourish through programs and services. 4. Prepare young minds for success. 5. Help immigrants succeed. Priority 4, Prepare young minds for success, is the foundation of Youth Services’ programs, activities and staffing. This priority targets young people from birth through graduation from high school.

Youth Services Division Staff 33 Youth Librarians 8 Outreach Specialists who have college degrees 6 support staff and managers 20 additional bilingual staff who contribute to youth programs and activities in Chinese, Vietnamese, Russian and Spanish Youth Services Division has a staff of 47 people. Youth Librarians Training and Competencies All Youth Librarians have professional library degree and: Knowledge and understanding of child and adolescent learning and development and their implications for library service from birth to age 18 Experience with current and historical children’s and young adult literature, periodicals, visual materials, websites, electronic media Training in age-specific storytime Skill with reference interview techniques Youth Librarians go through required training that includes mentoring by an experienced Youth Librarian, taking classes and attending monthly work group meetings. The training program emphasizes: Knowledge and understanding of child and adolescent learning and development Experience with current and historical children’s and young adult literature, periodicals, visual materials, websites, electronic media How to give an age-specific storytime program Reference interview techniques Any staff who gives storytime programs for kids must attend a multi-day course that covers class monitoring, storytime practice, early childhood development theory, early literacy acquisition, basics of National Every Child Ready to Read framework, details on MCL’s age-specific storytime offerings, finger plays, books, music and class management techniques. Staff are not allowed to give storytime programs until they have completed this course.

Youth Services Strategic Priorities 2013/14 Priority 1: Early Childhood Deliver robust services to parents and caregivers with children from birth through age 5 that support early literacy development as well as kindergarten preparedness Each year Youth Services Division sets priorities to help achieve service goals and guide staff work. There are 6 priorities for 2013/14. Priority 1 is to deliver robust services to parents and caregivers with children from birth through age 5 that support early literacy development as well as kindergarten preparedness The following slides will give examples and discuss the other 5 priorities. The library offers hundreds of programs to help children be ready to read before they enter school. This is one of the biggest and most active areas of the library’s service.

Early Childhood Programs New Parents Gift Packages Raising a Reader Outreach Specialists visit day care centers every month and lend them a collection of 25-5o books that they can keep until the next visit. These are just a few examples of Early Childhood Programs at MCL: New Parent Gift Packages: A package is sent to each new baby born in Multnomah County that contains a library card for the baby, a book they can keep and tips for the parents to help their young child enjoy books. Raising a Reader is a program to encourage parents to read with their preschoolers. Outreach Specialists Visits: staff go to day centers every 2 months and lend them a collection of 25-50 books that they can keep until the next visit.

Early Childhood Programs Read to the dogs Read to the Dogs is a partnership with an animal training organization. The library sets up appointments with a guide dog for individual children. The children read out loud to the dog. This is a unique experience where the child practices reading to an appreciative audience who does care about mistakes.

Early Childhood Programs Storytime programs for parents and children at every location every week Hundreds of storytime programs are given for parents and children every month in every location. Some are specialized such as for just for toddlers or babies Story times are interactive and educational.

Early Childhood Programs Special storytimes: -By age group (babies, toddlers, preschool) Special needs (autistic children) For immigrants in Chinese, Vietnamese, Russian and Spanish Bilingual storytimes for both parent and child Interactive, entertaining, educational Special storytimes are given for audiences with special needs such as autistic children (emphasize touch, etc) and storytimes in other languages for immigrant children whose families don’t speak English Storytimes for immigrants are given by native speakers.

Youth Services Strategic Priorities, 2013/14 Priority 2: Schools Provide the motivational and education resources that families, educators and the community use to help ensure their children's’ success in school. Priority 2 is to help schools by providing the motivational and educational resources that families, educators and the community use to ensure that children succeed in school. MCL views helping schools as a important part of its service to the community. It is part of creating lifelong learners. Literacy and success in school ensures success in life and helps create informed citizens. The library and schools are partners in this work. In recent years public schools in Oregon have struggled with lower budgets and cutbacks. At many schools class sizes have become bigger and there is no longer a school library. The public library helps fill this gap.

Partnership with Schools Youth Outreach Specialists form a School Corps Unit that works outside the library in the schools The Library works in partnership with schools and after school care programs to improve student success by encouraging pleasure reading. MCL has a School Corps unit that takes services to the schools and helps teachers directly. Library staff take books into classrooms and give book talks. They prepare materials on books that teachers can use in their lessons. School Corps specialists organize many programs at schools for kids after school. Examples are Art Scouts, Story Scouts (writing practice), Do It Yourself Multicultural projects, Leap into Science, Cooking, and Math. The purpose of these programs is to encourage reading for both studying and pleasure.

Partnership with Schools Books 2 U Educator Library cards Homework Help Other programs that help schools include: Books 2 You: Library staff visit schools and take set of 25 copies of a book with a teacher guide. The school keeps the set for 3 weeks. It provided books to 24,000 school age students last year. The library also organizes fun activities that supplement the school teaching program and teach kids about the books, gives book talks and registers kids for library cards. Educator Library Cards: Teachers can get a special educator’s library card that gives them a 6 week checkout period (instead of 3 weeks). Homework help has many forms: 24/7 online chat with a librarian, text message a librarian with homework questions, live homework help from 2 to 10 pm every school day, many database resources focused on helping with homework.

Partnership with Schools Summer Reading Summer Reading is a program that promotes reading in the summer. Kids earn prizes based on the number of books read. Every location has a special table set up for Summer Reading staffed by volunteers (many are teens who get work experience) and many promotional materials. In 2012 over 110,000 kids of all ages participated (73% of all MCL youth cardholders).

Youth Services Strategic Priorities, 2013/14 Priority 3: Teens (grades 6-12) Support teens with resources and programs that contribute to their positive educational and social development. Priority 3 is to support teens with resources and programs that contribute to their positive educational and social development. Teens include young people in grades 6-12. The library recognizes that teenagers have different interests than kids or adults. It strives to design programs and services that will interest teenagers and help them gain skills they need to succeed as adults. A big part of that is offering fun and motivational activities so that they will want to come to the library.

Teens (grades 6-12) Teen Specialist designs programs throughout the library system Teen Collection One of the Youth Services Outreach Specialists is designated as the Teen Specialist. She designs programs and helps Youth Librarians throughout the library system find ways to connect with teens. She is a specialist in adolescent development and spends her time working on programs for teenagers. Each location has a special Teen section, where materials for the teen age group can be found together. The Teen collection includes as many viewpoints as possible both popular and serious. It also has materials at different reading levels so that there is something for everyone.

Teens (grades 6-12) Teen Council Many locations have a Teen Council which allows teen volunteers to advise the library on how to involve teens in the library. This is a picture of one of the Youth Librarians and the Teen Council she works with.

Teens (grades 6-12) Teen Lounge Some locations hold Teen Lounges. The library meeting room is scheduled for teen use. Computers are set up that offer games, music and other activities that teens enjoy. Homework help is offered. The goal is to encourage teens to be involved in the library in ways that they enjoy.

Youth Services Strategic Priorities, 2013/14 Priority 4: Special Audiences Develop flexible and responsive services to ensure the library meets youth, families and community partners at their point of need. Prioritize an emphasis on services to youth with the fewest resources. Priority 4 is to develop services to ensure that the library meets youth, families and community partners at their point of need. It gives priority to serving youth who have fewest resources. This priority has been especially important during the recent economic recession. The recession has had a big impact in Oregon because many people lost their jobs or have had to struggle economically. Because MCL’s mission is to enrich people’s lives, the library creates hundreds of programs to help help residents learn skills and find new opportunities. It concentrates these programs in the geographical areas where there is the most need. .

Youth Services Strategic Priorities, 2013/14 Priority 5: Support Work Continue to create internal communications tools and information resources to support staff in prioritizing services, increasing awareness of community dates and encouraging professional development. Priority 5 is to to create internal communications tools and information resources to help staff prioritize services, increase awareness of community dates and encourage professional development. MCL has a strong commitment to making sure that all programs meet goals and make good use of public funds. It also works to make sure that staff are as professional and well trained as possible. In Youth Services Division, there is a large effort to develop special expertise in working with young people. Staff are required to take many internal classes and workshops to learn principles of child development, communication skills, presenting storytime programs, managing groups of children, etc.

Youth Services Strategic Priorities, 2013/14 Priority 6: Collections and Technology Create easy access to high quality and popular materials for youth and their caregivers. Support Youth Services Selector in format-specific purchasing. Priority 6 is to create easy access to high quality and popular materials for youth and their caregivers and to support Youth Services Selector in format-specific purchasing The collection forms the backbone of any library. At MCL, there is a fulltime materials selector who purchases materials for children and teens. MCL has centralized selection. The Youth Materials Selector works in the Collections Office, not in Youth Services. Youth Librarians work closely with the Youth Materials Selector, serving as the “eyes and ears” for what young people are reading and asking for in library locations. They help identify new titles and advise on how many copies to buy.

Collection Organization Separate Children’s and Teen Areas in each location Children’s materials organized and displayed for specific age ranges. 7 categories for young children: babies, toddlers, preschool, ready to read, beginning readers, beginning facts, juvenile nonfiction. How the collection is organized and displayed affects how much it is used. At MCL, materials are clustered by age group, with separate areas for Children and Teens. These areas have space to read, do activities, use computers and hear stories even in locations where space is tight. The library developed 7 special categories of materials for young children and shelves them on special shelves. This helps parents and staff easily find what the children need. The Youth Materials Selector buys materials for categories and catalogers mark the materials so that they sit together on the shelf.

Technology Special computers in children’s areas: - Educational games - Children’s online catalog (special interface) - Databases that support learning and homework To help make the library a friendly place for kids, there are special computers in the children’s areas that have educational games, a child-oriented webpage interface that is easy to use and many databases that support learning and homework.
